Use `getentropy()` instead of `/dev/urandom` on Emscripten

`/dev/urandom` is usually available on Emscripten, except when using
the special `NODERAWFS` filesystem backend, which replaces all normal
filesystem access with direct Node.js operations.

Since this filesystem backend directly access the filesystem on the
OS, it is not recommended to depend on `/dev/urandom`, especially
when trying to run the Wasm binary on OSes that are not Unix-based.

This can be considered a non-functional change, since Emscripten
implements `/dev/urandom` in the same way as `getentropy()` when not
linking with `-sNODERAWFS`.

Support TLS access into dylibs on Windows

This allows access to `#[thread_local]`  in upstream dylibs on Windows by introducing a MIR shim to return the address of the thread local. Accesses that go into an upstream dylib will call the MIR shim to get the address of it.

`convert_tls_rvalues` is introduced in `rustc_codegen_ssa` which rewrites MIR TLS accesses to dummy calls which are replaced with calls to the MIR shims when the dummy calls are lowered to backend calls.

A new `dll_tls_export` target option enables this behavior with a `false` value which is set for Windows platforms.

This fixes https://github.com/rust-lang/rust/issues/84933.

8d2beb50c2 Allow access to OsStr bytes
`OsStr` has historically kept its implementation details private out of
concern for locking us into a specific encoding on Windows.

This is an alternative to #95290 which proposed specifying the encoding on Windows.  Instead, this
only specifies that for cross-platform code, `OsStr`'s encoding is a superset of UTF-8 and defines
rules for safely interacting with it

At minimum, this can greatly simplify the `os_str_bytes` crate and every
arg parser that interacts with `OsStr` directly (which is most of those
that support invalid UTF-8).

Clarify `Error::last_os_error` can be weird

Fundamentally, querying the OS for error codes is a process that is deeply subject to the whims of chance and fortune. We can account for OS, but not for every combination of platform APIs. A compiled binary may not recognize new errors introduced years later. We should clarify a few especially odd situations, and what they mean: We can effectively promise nothing... if you ask for Rust to decode errors where none have occurred.

This allows removing mention of ErrorKind::Uncategorized.
That error variant is hidden deliberately, so we should not explicitly mention it.

This fixes #106937.

Drop all messages in bounded channel when destroying the last receiver

Fixes #107466 by splitting the `disconnect` function for receivers/transmitters and dropping all messages in `disconnect_receivers` like the unbounded channel does. Since all receivers must be dropped before the channel is, the messages will already be discarded at that point, so the `Drop` implementation for the channel can be removed.

When spawning Commands, the path we use can end up being queried using `env::current_exe` (or the equivalent in other languages). Not all applications handle these paths properly therefore we should have a stronger preference for non-verbatim paths when spawning processes.

Implement read_buf for a few more types

Implement read_buf for TcpStream, Stdin, StdinLock, ChildStdout,
ChildStderr (and internally for AnonPipe, Handle, Socket), so
that it skips buffer initialization.

The other provided methods like read_to_string and read_to_end are
implemented in terms of read_buf and so benefit from the optimization
as well.

This commit also implements read_vectored and is_read_vectored where
applicable.

Guarantee that when `read_buf_exact` returns, all bytes read will be
appended to the buffer. Including the case when the operations fails.

The motivating use case are operations on a non-blocking reader. When
`read_buf_exact` fails with `ErrorKind::WouldBlock` error, the operation
can be resumed at a later time.

75657d5289 Add Command environment variable inheritance docs
The interaction between the environment variable methods can be confusing. Specifically `env_clear` and `remove_env` have a side effects not mentioned: they disable inheriting environment variables from the parent process. I wanted to fully document this behavior as well as explain relevant edge cases in each of the `Command` env methods.

This is further confused by the return of `get_envs` which will return key/None if `remove_env` has been used, but an empty iterator if `env_clear` has been called. Or a non-empty iterator if `env_clear` was called and later explicit mappings are added. Currently there is no way (that I'm able to find) of observing whether or not the internal `env_clear=true` been toggled on the `Command` struct via its public API.

Ultimately environment variable mappings can be in one of several states:

- Explicitly set value (via `envs` / `env`) will take precedence over parent mapping
- Not explicitly set, will inherit mapping from parent
- Explicitly removed via `remove_env`, this single mapping will not inherit from parent
- Implicitly removed via `env_clear`, no mappings will inherit from parent

I tried to represent this in the relevant sections of the docs. 

This is my second ever doc PR (whoop!). I'm happy to take specific or general doc feedback. Also happy to explain the logic behind any changes or additions I made.

Clarify that RUST_MIN_STACK is internally cached
For larger applications it's important that users set `RUST_MIN_STACK`
at the start of their program because `min_stack` caches the value.
Not doing so can lead to their `env::set_var` call surprisingly not having any effect.

The PR #107736 renamed  atomic `as_mut_ptr` to `as_ptr`. Consequently, the futex implementation of the tier-3 platform `RutyHermit` has to use this new interface. In addition, this PR removes also an unused import.

This stabilizes the `as_ptr` methods for atomics. The stabilization feature gate used here is `atomic_as_ptr` which supersedes `atomic_mut_ptr` to match the change in https://github.com/rust-lang/rust/pull/107736.

This needs FCP.

Add `round_ties_even` to `f32` and `f64`

Redux of #82273. See also #55107

Adds a new method, `round_ties_even`, to `f32` and `f64`, that rounds the float to the nearest integer , rounding halfway cases to the number with an even least significant bit. Uses the `roundeven` LLVM intrinsic to do this.

Of the five IEEE 754 rounding modes, this is the only one that doesn't already have a round-to-integer function exposed by Rust (others are `round`, `floor`, `ceil`, and `trunc`).  Ties-to-even is also the rounding mode used for int-to-float and float-to-float `as` casts, as well as float arithmentic operations. So not having an explicit rounding method for it seems like an oversight.

Bikeshed: this PR currently uses `round_ties_even` for the name of the method. But maybe `round_ties_to_even` is better, or `round_even`, or `round_to_even`?

add support of RustyHermit's BSD socket layer

RustyHermit is a tier 3 platform and publishes a new kernel interface. The new version supports a common BSD socket layer. By supporting this interface, the implementation of `std` can be harmonized to other operating systems. In `sys_common/mod.rs` we remove only a special case for RustyHermit. All changes are done in the RustyHermit specific directories.

To realize this socket layer, the handling of file descriptors is also harmonized to other operating systems.

Move some std tests from `tests/ui-fulldeps` into `library/std`

This allows them to be tested normally along with other `./x test std` tests. Moving `rename_directory` is simple enough but `create_dir_all_bare` needed to be an std integration test.

Additionally, some tests that I couldn't move atm have instead been placed in an `std` subdirectory. These tests include ones that do fun things with processes or that intentionally abort the test process.

Windows: Quote more batch file arguments

Make sure to always quote batch file arguments that contain command prompt special characters.

Additionally add `/d` command line parameter to disable any autorun scripts that may change the way variable expansion works. This makes it more consistent across systems and may help avoid surprises.

## Background Info

[`CreateProcess`](https://learn.microsoft.com/en-us/windows/win32/api/processthreadsapi/nf-processthreadsapi-createprocessw) with the `lpApplicationName` set can only be used to run `.exe` files and not script files such as `.bat`. However, for historical reasons, we do have special handling so that `.bat` files will be correctly run with `cmd.exe` as the application.

In Windows, command line arguments are passed as a single string (not an array). Applications can parse this string however they like but most follow the standard MSVC C/C++ convention. But `cmd.exe` uses different argument parsing rules to other Windows programs (because it emulates old DOS).  This PR aims to help smooth over some of the differences.

Added another error to be processed in fallback

This pull request addresses the problem of Rust not being able to read file/directory metadata because the current user doesn't have permission to read the file and are thus inaccessible.

One particular example is `System Volume Information`. But any example can be made by having a file/directory, which the current user can't access even though the system does allow to view the metadata, which is handled by the fallback.

The fallback exists to get the metadata but it was limited to one error type. Having added ERROR_ACCESS_DENIED per Chris Denton's suggestion, file/directory properties are now properly read.

Stop at the first `NULL` argument when iterating `argv`

Some C commandline parsers (e.g. GLib and Qt) are replacing already handled arguments in `argv` with `NULL` and move them to the end. That means that `argc` might be bigger than the actual number of non-`NULL` pointers in `argv` at this point.

To handle this we simply stop iterating at the first `NULL` argument.

`argv` is also guaranteed to be `NULL`-terminated so any non-`NULL` arguments after the first `NULL` can safely be ignored.

4b1157509f Allow wasi-libc to initialize its environment variables lazily.
Use `__wasilibc_get_environ()` to read the environment variable list
from wasi-libc instead of using `environ`. `environ` is a global
variable which effectively requires wasi-libc to initialize the
environment variables eagerly, and `__wasilibc_get_environ()` is
specifically designed to be an alternative that lets wasi-libc
intiailize its environment variables lazily.

This should have the side effect of fixing at least some of the cases
of #107635.

This PR seeks to stabilize `cstr_from_bytes_until_nul`.

Partially addresses #95027

This function has only been on nightly for about 10 months, but I think it is simple enough that there isn't harm discussing stabilization. It has also had at least a handful of mentions on both the user forum and the discord, so it seems like it's already in use or at least known.

This needs FCP still.

Comment on potential discussion points:
- eventual conversion of `CStr` to be a single thin pointer: this function will still be useful to provide a safe way to create a `CStr` after this change.
- should this return a length too, to address concerns about the `CStr` change? I don't see it as being particularly useful, and it seems less ergonomic (i.e. returning `Result<(&CStr, usize), FromBytesUntilNulError>`). I think users that also need this length without the additional `strlen` call are likely better off using a combination of other methods, but this is up for discussion
- `CString::from_vec_until_nul`: this is also useful, but it doesn't even have a nightly implementation merged yet. I propose feature gating that separately, as opposed to blocking this `CStr` implementation on that

Possible alternatives:

A user can use `from_bytes_with_nul` on a slice up to `my_slice[..my_slice.iter().find(|c| c == 0).unwrap()]`. However; that is significantly less ergonomic, and is a bit more work for the compiler to optimize compared the direct `memchr` call that this wraps.

Disable `linux_ext` in wasm32 and fortanix rustdoc builds.

The `std::os::unix` module is stubbed out when building docs for these target platforms. The introduction of Linux-specific extension traits caused `std::os::net` to depend on sub-modules of `std::os::unix`, which broke rustdoc for the `wasm32-unknown-unknown` target.

Adding an additional `#[cfg]` guard solves that rustdoc failure by not declaring `linux_ext` on targets with a stubbed `std::os::unix`.

The TL;DR is that weak linkage causes LLVM to produce broken Wasm, presumably due to pointer mismatch. The code is casting a void pointer to a function pointer with specific signature, but Wasm is very strict about function pointer compatibility, so the resulting code is invalid.

Ideally LLVM should catch this earlier in the process rather than emit invalid Wasm, but it currently doesn't and this is an easy and valid fix, given that Emcripten doesn't have `__cxa_thread_atexit_impl` these days anyway.

Unfortunately, I can't add a regression test as even after looking into this issue for a long time, I couldn't reproduce it with any minimal Rust example, only with extracted LLVM IR or on a large project involving Rust + C++.

316742edb7 io: soften ‘at most one write attempt’ requirement in io::Write::write
At the moment, documentation of std::io::Write::write indicates that
call to it ‘represents at most one attempt to write to any wrapped
object’.  It seems that such wording was put there to contrast it
with pre-1.0 interface which attempted to write all the data (it has
since been changed in [RFC 517]).

However, the requirement puts unnecessary constraints and may complicate
adaptors which perform non-trivial transformations on the data.  For
example, they may maintain an internal buffer which needs to be written
out before the write method accepts more data.  It might be natural to
code the method such that it flushes the buffer and then grabs another
chunk of user data.  With the current wording in the documentation, the
adaptor would be forced to return Ok(0).

This commit softens the wording such that implementations can choose
code structure which makes most sense for their particular use case.

While at it, elaborate on the meaning of `Ok(0)` return pointing out
that the write_all methods interprets it as an error.

2d927cc194 Explain the "no-error" io::Error case
Fundamentally, querying the OS for error codes is a process
that is deeply subject to the whims of chance and fortune.
We can account for OS, but not for every combination of platform APIs.
A compiled binary may not recognize new errors introduced years later.
We should clarify a few especially odd situations, and what they mean:
We can effectively promise nothing.

This allows removing mention of ErrorKind::Uncategorized.
That error variant is hidden quite deliberately, so we
should not explicitly mention it.

While statx is not necessarily always present, checking for it can be delayed to the first error condition. Said condition may very well never happen, in which case the check got avoided altogether.

Note this is still suboptimal as there still will be programs issuing it, but bulk of the problem is removed.

Tested by forbidding the syscall for the binary and observing it correctly falls back to newfstatat.

While here tidy up the commentary, in particular by denoting some problems with the current approach.

[LSDA] Take ttype_index into account when taking unwind action

If `cs_action != 0`, we should check the `ttype_index` field in action record. If `ttype_index == 0`, a clean up action is taken; otherwise catch action is taken.

This can fix unwind failure on AIX which uses LLVM's libunwind by default. IIUC, rust's LSDA is borrowed from c++ and I'm assuming itanium-cxx-abi https://itanium-cxx-abi.github.io/cxx-abi/exceptions.pdf should be followed, so the fix follows what libcxxabi does. See ec48682ce9/libcxxabi/src/cxa_personality.cpp (L152) for use of `ttype_index`.

Some std tests are failing in Miri on Windows because [this static](a377893da2/library/std/src/sys/windows/thread_local_key.rs (L234-L239)) is getting duplicated, and Miri does not handle that properly -- Miri does not support this magic `.CRT$XLB` linker section, but instead just looks up this particular hard-coded static in the standard library. This PR lets the test suite use the std static instead of having its own copy.

92aa5f6b27 Disable linux_ext in wasm32 and fortanix rustdoc builds.
The `std::os::unix` module is stubbed out when building docs for these
target platforms. The introduction of Linux-specific extension traits
caused `std::os::net` to depend on sub-modules of `std::os::unix`,
which broke rustdoc for the `wasm32-unknown-unknown` target.

Adding an additional `#[cfg]` guard solves that rustdoc failure by
not declaring `linux_ext` on targets with a stubbed `std::os::unix`.

Change memory ordering in System wrapper example
Currently, the `SeqCst` ordering is used, which seems unnecessary:
+ Even `Relaxed` ordering guarantees that all updates are atomic and are executed in total order
+ User code only reads atomic for monitoring purposes, no "happens-before" relationships with actual allocations and deallocations are needed for this

If argumentation above is correct, I propose changing ordering to `Relaxed` to clarify that no synchronization is required here, and improve performance (if somebody copy-pastes this example into their code).

Update `rand` in the stdlib tests, and remove the `getrandom` feature from it.

The main goal is actually removing `getrandom`, so that eventually we can allow running the stdlib test suite on tier3 targets which don't have `getrandom` support. Currently those targets can only run the subset of stdlib tests that exist in uitests, and (generally speaking), we prefer not to test libstd functionality in uitests, which came up recently in https://github.com/rust-lang/rust/pull/104095 and https://github.com/rust-lang/rust/pull/104185. Additionally, the fact that we can't update `rand`/`getrandom` means we're stuck with the old set of tier3 targets, so can't test new ones.

~~Anyway, I haven't checked that this actually does allow use on tier3 targets (I think it does not, as some work is needed in stdlib submodules) but it moves us slightly closer to this, and seems to allow at least finally updating our `rand` dep, which definitely improves the status quo.~~ Checked and works now.

For the most part, our tests and benchmarks are fine using hard-coded seeds. A couple tests seem to fail with this (stuff manipulating the environment expecting no collisions, for example), or become pointless (all inputs to a function become equivalent). In these cases I've done a (gross) dance (ab)using `RandomState` and `Location::caller()` for some extra "entropy".

Trying to share that code seems *way* more painful than it's worth given that the duplication is a 7-line function, even if the lines are quite gross. (Keeping in mind that sharing it would require adding `rand` as a non-dev dep to std, and exposing a type from it publicly, all of which sounds truly awful, even if done behind a perma-unstable feature).

The OOM handler in std will by default abort. This adjusts the default in liballoc to do the same, using the `can_unwind` flag on the panic info to indicate a non-unwinding panic.

In practice this probably makes little difference since the liballoc default will only come into play in no-std situations where people write a custom panic handler, which most likely will not implement unwinding. But still, this seems more consistent.

Unify id-based thread parking implementations

Multiple platforms currently use thread-id-based parking implementations (NetBSD and SGX[^1]). Even though the strategy does not differ, these are duplicated for each platform, as the id is encoded into an atomic thread variable in different ways for each platform.

Since `park` is only called by one thread, it is possible to move the thread id into a separate field. By ensuring that the field is only written to once, before any other threads access it, these accesses can be unsynchronized, removing any restrictions on the size and niches of the thread id.

This PR also renames the internal `thread_parker` modules to `thread_parking`, as that name now better reflects their contents. I hope this does not add too much reviewing noise.

Catch panics/unwinding in destruction of TLS values

`destroy_value` is/can be called from C code (libc). Unwinding from Rust to C code is undefined behavior, which is why unwinding is caught here.

This problem caused an infinite loop inside the unwinding code when running `src/test/ui/threads-sendsync/issue-24313.rs` on a tier 3 target (QNX/Neutrino) on aarch64.

kmc-solid: Fix memory ordering in thread operations

Fixes two memory ordering issues in the thread state machine (`ThreadInner::lifecycle`) of the [`*-kmc-solid_*`](https://doc.rust-lang.org/nightly/rustc/platform-support/kmc-solid.html) Tier 3 targets.

1. When detaching a thread that is still running (i.e., the owner updates `lifecycle` first, and the child updates it next), the first update did not synchronize-with the second update, resulting in a data race between the first update and the deallocation of `ThreadInner` by the child thread.
2. When joining on a thread, the joiner has to pass its own task ID to the joinee in order to be woken up later, but in doing so, it did not synchronize-with the read operation, creating possible sequences of execution where the joinee wakes up an incorrect or non-existent task.

Both issue are theoretical and most likely have never manifested in practice because of the stronger guarantees provided by the Arm memory model (particularly due to its barrier-based definition). Compiler optimizations could have subverted this, but the inspection of compiled code did not reveal such optimizations taking place.

Make sentinel value configurable in `library/std/src/sys_common/thread_local_key.rs`

This is an excerpt of a changeset for the QNX/Neutrino OS. To make the patch for QNX smaller and easier to review, I've extracted this change (which is OS independent). I would be surprised if no other OS is also affected.

All this patch does is to define a `const` for a sentinel value instead of using it directly at several places.

There are OSs that always return the lowest free value. The algorithm in `lazy_init` always avoids keys with the sentinel value.
In affected OSs, this means that each call to `lazy_init` will always request two keys from the OS and returns/frees the first one (with sentinel value) immediately afterwards.

By making the sentinel value configurable, affected OSs can use a different value than zero to prevent this performance issue.

On QNX/Neutrino, it is planned to use a different sentinel value:

available_parallelism: Gracefully handle zero value cfs_period_us

There seem to be some scenarios where the cgroup cpu quota field `cpu.cfs_period_us` can contain `0`. This field is used to determine the "amount" of parallelism suggested by the function `std:🧵:available_parallelism`

A zero value of this field cause a panic when `available_parallelism()` is invoked. This issue was detected by the call from binaries built by `cargo test`. I really don't feel like `0` is a good value for `cpu.cfs_period_us`, but I also don't think applications should panic if this value is seen.

This panic started happening with rust 1.64.0.

This case is gracefully handled by other projects which read this information: [num_cpus](e437b9d908/src/linux.rs (L207-L210)), [ninja](https://github.com/ninja-build/ninja/pull/2174/files), [dotnet](c4341d45ac/src/coreclr/pal/src/misc/cgroup.cpp (L481-L483))

Before this change, running `cargo test` in environments configured as described above would trigger this panic:

The signature for new was

```

Notably, with `F` unconstrained, `T` can be literally anything, and just `let _ = Lazy::new(|| 92)` would not typecheck.

This historiacally was a necessity -- `new` is a `const` function, it couldn't have any bounds. Today though, we can move `new` under the `F: FnOnce() -> T` bound, which gives the compiler enough data to infer the type of T from closure.

e97203c3f8 Stop at the first NULL argument when iterating argv
Some C commandline parsers (e.g. GLib and Qt) are replacing already
handled arguments in `argv` with `NULL` and move them to the end. That
means that `argc` might be bigger than the actual number of non-`NULL`
pointers in `argv` at this point.

To handle this we simply stop iterating at the first `NULL` argument.

`argv` is also guaranteed to be `NULL`-terminated so any non-`NULL`
arguments after the first `NULL` can safely be ignored.

Unfortunately, that fix only applied to the readdir_r() path.  When I
switched Linux to use readdir() in #92778, I inadvertently reintroduced
the bug on that platform.  Other platforms that had always used
readdir() were presumably never fixed.

This patch enables end_of_stream for all platforms, and adds a
Linux-specific regression test that should hopefully prevent the bug
from being reintroduced again.

Allow blocking `Command::output`

### Problem
Currently, `Command::output` is internally implemented using `Command::spawn`. This is problematic because some targets (like UEFI) do not actually support multitasking and thus block while the program is executing. This coupling does not make much sense as `Command::output` is supposed to block until the execution is complete anyway and thus does not need to rely on a non-blocking `Child` or any other intermediate.

### Solution
This PR moves the implementation of `Command::output` to `std::sys`. This means targets can choose to implement only `Command::output` without having to implement `Command::spawn`.

### Additional Information

This was originally conceived when working on https://github.com/rust-lang/rust/pull/100316. Currently, the only target I know about that will benefit from this change is UEFI.

This PR can also be used to implement more efficient `Command::output` since the intermediate `Process` is not actually needed anymore, but that is outside the scope of this PR.

Since this is not a public API change, I'm not sure if an RFC is needed or not.

With these changes (together with rust-lang/backtrace-rs#501), the simple binaries I produce with rustc seem to have no non-LFS functions, so maybe #94173 is fixed. But I can't be sure if I've missed something and maybe some non-LFS functions could sneak in somehow.

Better documentation for env::home_dir()'s broken behaviour

This improves the documentation to say *why* it was deprecated. The reason was because it reads `HOME` on Windows which is meaningless there. Note that the PR that deprecated it stated that returning an empty string if `HOME` is set to an empty string was a problem, however I can find no evidence that this is the case. `cd` handles it fine whereas if `HOME` is unset it gives an explicit `HOME not set` error.

Use rint instead of roundeven
Use rint intrinsic instead of roundeven to impement `round_ties_even`. They do the same thing when rounding mode is default, which Rust assumes.
And `rint` has better platform support.

Keeps `roundeven` around in `core::intrinsics`, it's doing no harm there.

Reimplement std's thread parker on top of events on SGX

Mutex and Condvar are being replaced by more efficient implementations, which need thread parking themselves (see #93740). Therefore, the generic `Parker` needs to be replaced on all platforms where the new lock implementation will be used.

SGX enclaves have a per-thread event state, which allows waiting for and setting specific bits. This is already used by the current mutex implementation. The thread parker can however be much more efficient, as it only needs to store the `TCS` address of one thread. This address is stored in a state variable, which can also be set to indicate the thread was already notified.

`park_timeout` does not guard against spurious wakeups like the current condition variable does. This is allowed by the API of `Parker`, and I think it is better to let users handle these wakeups themselves as the guarding is quite expensive and might not be necessary.

`@jethrogb` as you wrote the initial SGX support for `std`, I assume you are the target maintainer? Could you help me test this, please? Lacking a x86_64 chip, I can't run SGX.

Ensure that heap allocation does not occur in a thread until std::thread
is ready. This fixes issues with custom allocators that call
std:🧵:current(), since doing so prematurely initializes
THREAD_INFO and causes the following thread_info::set() to fail.

27011b4185 Use more LFS functions.
On Linux, use mmap64, open64, openat64, and sendfile64 in place of their
non-LFS counterparts.

This is relevant to #94173.

With these changes (together with rust-lang/backtrace-rs#501), the
simple binaries I produce with rustc seem to have no non-LFS functions,
so maybe #94173 is fixed. But I can't be sure if I've missed something
and maybe some non-LFS functions could sneak in somehow.

Pass on null handle values to child process

Fixes #101645

In Windows, stdio handles are (semantically speaking) `Option<Handle>` where `Handle` is a non-zero value. When spawning a process with `Stdio::Inherit`, Rust currently turns zero values into `-1` values. This has the unfortunate effect of breaking console subprocesses (which typically need stdio) that are spawned from gui applications (that lack stdio by default) because the console process won't be assigned handles from the newly created console (as they usually would in that situation). Worse, `-1` is actually [a valid handle](https://doc.rust-lang.org/std/os/windows/io/struct.OwnedHandle.html) which means "the current process". So if a console process, for example, waits on stdin and it has a `-1` value then the process will end up waiting on itself.

This PR fixes it by propagating the nulls instead of converting them to `-1`.

While I think the current behaviour is a mistake, changing it (however justified) is an API change so I think this PR should at least have some input from t-libs-api. So choosing at random...

980065ab23 Make sentinel value configurable
There are OSs that always return the lowest free value.
The algorithm in `lazy_init` always avoids keys with the
sentinel value.
In affected OSs, this means that each call to `lazy_init`
will always request two keys from the OS and returns/frees
the first one (with sentinel value) immediately afterwards.

By making the sentinel value configurable, affected OSs can
use a different value than zero to prevent this performance
issue.

Adjust inlining attributes around panic_immediate_abort

The goal of `panic_immediate_abort` is to permit the panic runtime and formatting code paths to be optimized away. But while poking through some disassembly of a small program compiled with that option, I found that was not the case. Enabling LTO did address that specific issue, but enabling LTO is a steep price to pay for this feature doing its job.

This PR fixes that, by tweaking two things:
* All the slice indexing functions that we `const_eval_select` on get `#[inline]`. `objdump -dC` told me that originally some `_ct` functions could end up in an executable. I won't pretend to understand what's going on there.
* Normalize attributes across all `panic!` wrappers: use `inline(never) + cold` normally, and `inline` when `panic_immediate_abort` is enabled.

But also, with LTO and `panic_immediate_abort` enabled, this patch knocks ~709 kB out of the `.text` segment of `librustc_driver.so`. That is slightly surprising to me, my best theory is that this shifts some inlining earlier in compilation, enabling some subsequent optimizations. The size improvement of `librustc_driver.so` with `panic_immediate_abort` due to this patch is greater with LTO than without LTO, which I suppose backs up this theory.

I do not know how to test this. I would quite like to, because I think what this is solving was an accidental regression. This only works with `-Zbuild-std` which is a cargo flag, and thus can't be used in a rustc codegen test.

Windows: make Command prefer non-verbatim paths
When spawning Commands, the path we use can end up being queried using `env::current_exe` (or the equivalent in other languages). Not all applications handle these paths properly therefore we should have a stronger preference for non-verbatim paths when spawning processes.

This makes it still possible to test the internal semantics of type ascription even once the `:`-syntax is removed from the parser. The macro now gets used in a bunch of UI tests that test the semantics and not syntax of type ascription.

I might have forgotten a few tests but this should hopefully be most of them. The remaining ones will certainly be found once type ascription is removed from the parser altogether.

Forbid inlining `thread_local!`'s `__getit` function on Windows

Sadly, this will make things slower to avoid UB in an edge case, but it seems hard to avoid... and really whenever I look at this code I can't help but think we're asking for trouble.

It's pretty dodgy for us to leave this as a normal function rather than `#[inline(never)]`, given that if it *does* get inlined into a dynamically linked component, it's extremely unsafe (you get some other thread local, or if you're lucky, crash). Given that it's pretty rare for people to use dylibs on Windows, the fact that we haven't gotten bug reports about it isn't really that convincing. Ideally we'd come up with some kind of compiler solution (that avoids paying for this cost when static linking, or *at least* for use within the same crate...), but it's not clear what that looks like.

Oh, and because all this is only needed when we're implementing `thread_local!` with `#[thread_local]`, this patch adjusts the `cfg_attr` to be `all(windows, target_thread_local)` as well.

# Description

This adds the following slice methods to `core`:

This allows creating multiple mutable references to disjunct positions in a slice, which previously required writing some awkward code with `split_at_mut()` or `iter_mut()`. For the bound-checked variant, the indices are checked against each other and against the bounds of the slice, which requires `N * (N + 1) / 2` comparison operations.

This has a proof-of-concept standalone implementation here: https://crates.io/crates/index_many

Care has been taken that the implementation passes miri borrow checks, and generates straight-forward assembly (though this was only checked on x86_64).

# Extensions

There are multiple optional extensions to this.

## Indexing With Ranges

This could easily be expanded to allow indexing with `[I; N]` where `I: SliceIndex<Self>`.  I wanted to keep the initial implementation simple, so I didn't include it yet.

## Panicking Variant

We could also add this method:

This would work similar to the regular index operator and panic with out-of-bound indices. The advantage would be that we could more easily ensure good codegen with a useful panic message, which is non-trivial with the `Option` variant.
