php: Drop PHP 7.3 support 
PHP 7.3 won't be supported by upstream for the entire life cycle of
the 21.11 release.

Also drop the pcre' alias since it isn't needed anymore since we don't
need different pcre versions anymore.

Release 21.11 (“?”, 2021.11/??)

In addition to numerous new and upgraded packages, this release has the following highlights:

  • Support is planned until the end of April 2022, handing over to 22.05.
