Invert diagnostic lints. That is, change `diagnostic_outside_of_impl` and `untranslatable_diagnostic` from `allow` to `deny`, because more than half of the compiler has been converted to use translated diagnostics. This commit removes more `deny` attributes than it adds `allow` attributes, which proves that this change is warranted. r? ````@davidtwco```` |

The driver crate is effectively the "main" function for the rust
compiler. It orchestrates the compilation process and "knits together"
the code from the other crates within rustc. This crate itself does
not contain any of the "main logic" of the compiler (though it does
have some code related to pretty printing or other minor compiler
options).
