Nicholas Nethercote f974617bda Move ArgAbi::pad_i32 into PassMode::Cast. 
Because it's only needed for that variant. This shrinks the types and
clarifies the logic.

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
