Rollup merge of #128970 - DianQK:lint-llvm-ir, r=nikic 
Add `-Zlint-llvm-ir`

This flag is similar to `-Zverify-llvm-ir` and allows us to lint the generated IR.

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
