Victor Ding c81b43d8ac Add -Z combine_cgu flag 
Introduce a compiler option to let rustc combines all regular CGUs into
a single one at the end of compilation.

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
