Rollup merge of #102725 - nnethercote:rm-Z-time, r=davidtwco 
Remove `-Ztime`

Because it has a lot of overlap with `-Ztime-passes` but is generally less useful. Plus some related cleanups.

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
