This reverts commit 13e2abf6b3.

Reverting because an MCP was requested and it turned out there was a lack of a consensus on what to do in this area.

This directory contains some source code for the Rust project, including:

  • The bootstrapping build system
  • Various submodules for tools, like cargo, tidy, etc.
