Matthew Maurer ac7595fdb1 Support for -Z patchable-function-entry
`-Z patchable-function-entry` works like `-fpatchable-function-entry`
on clang/gcc. The arguments are total nop count and function offset.

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
