bjorn3 9e6d2da83d Reduce dependence on the target name 
The target name can be anything with custom target specs. Matching on
fields inside the target spec is much more robust than matching on the
target name.

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
