Sync ar_archive_writer to LLVM 18.1.3

From LLVM 15.0.0-rc3. This adds support for COFF archives containing Arm64EC object files and has various fixes for AIX big archive files.

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
