est31 d683e3ac23 Remove rustc_session::config::Config 
The wrapper type led to tons of target.target
across the compiler. Its ptr_width field isn't
required any more, as target_pointer_width
is already present in parsed form.

README.md

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
