Rollup merge of #122649 - cuviper:min-llvm-17, r=nikic 
Update the minimum external LLVM to 17

With this change, we'll have stable support for LLVM 17 and 18.
For reference, the previous increase to LLVM 16 was #117947.

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
