Change `AttrArgs::Eq` to a struct variant Cleanups for simplifying https://github.com/rust-lang/rust/pull/131808 Basically changes `AttrArgs::Eq` to a struct variant and then avoids several matches on `AttrArgsEq` in favor of methods on it.
