Kyle Huey 4595e112d0 When LLVM's location discriminator value limit is exceeded, emit locations with dummy spans instead of dropping them entirely
Revert most of #133194 (except the test and the comment fixes). Then refix
not emitting locations at all when the correct location discriminator value
exceeds LLVM's capacity.

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
