Rollup merge of #123439 - Zalathar:constants, r=oli-obk 
coverage: Remove useless constants

After #122972 and #123419, these constants don't serve any useful purpose, so get rid of them.

README.md

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
