Remove misleading target feature aliases

Fixes #100752.  This is a follow up to #103750. These aliases could not be completely removed until rust-lang/stdarch#1355 landed.

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
