Run LLVM coverage instrumentation passes before optimization passes

This matches the behavior of Clang and allows us to remove several
hacks which were needed to ensure functions weren't optimized away
before reaching the instrumentation pass.

Fixes #83429

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
