Add LLVM module flags required for the VFE opt 
To apply the optimization the `Virtual Function Elim` module flag has to
be set. To apply this optimization post-link the `LTOPostLink` module
flag has to be set.

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
