codegen: memmove/memset cannot be non-temporal

non-temporal memset is not a thing.
And for memmove, since the LLVM backend doesn't support this, surely we don't need it in the GCC backend.

The codegen crate contains the code to convert from MIR into LLVM IR, and then from LLVM IR into machine code. In general it contains code that runs towards the end of the compilation process.
