Rollup merge of #116073 - compiler-errors:poly-sigs, r=b-naber 
Allow higher-ranked fn sigs in `ValuePairs`

For better bookkeeping -- only affects diagnostic path. Allow reporting signature mismatches like "signature"s and not "fn pointer"s.
