6d8fb57d1a rustc_mir_transform: Enforce rustc::potential_query_instability lint
Stop allowing `rustc::potential_query_instability` on all of
rustc_mir_transform and instead allow it on a case-by-case basis if it
is safe to do so. In this particular crate, all instances were safe to
allow.

40ae34194c remove redundant imports

This context was only needed by code for processing coverage statements, which
has been removed.

64df5a851e Skip MIR pass UnreachablePropagation when coverage is enabled
When coverage instrumentation and MIR opts are both enabled, coverage relies on
two assumptions:

- MIR opts that would delete `StatementKind::Coverage` statements instead move
  them into bb0 and change them to `CoverageKind::Unreachable`.

- MIR opts won't delete all `CoverageKind::Counter` statements from an
  instrumented function.

Most MIR opts naturally satisfy the second assumption, because they won't
remove coverage statements from bb0, but `UnreachablePropagation` can do so if
it finds that bb0 is unreachable. If this happens, LLVM thinks the function
isn't instrumented, and it vanishes from coverage reports.

A proper solution won't be possible until after per-function coverage info
lands in #116046, but for now we can avoid the problem by turning off this
particular pass when coverage instrumentation is enabled.

bc79557311 Enable UnreachablePropagation under mir-opt-level >= 2
It was disabled because of pathological behaviour of LLVM in some
benchmarks. As of #77680, this has been fixed. The problem there was
that it caused pessimizations in some cases. These have now been fixed
as well.

eafab66096 UnreachableProp: Preserve unreachable branches for multiple targets
Before, UnreachablePropagation removed all unreachable branches.
This was a pessimization, as it removed information about
reachability that was used later in the optimization pipeline.

For example, this code
```rust
pub enum Two { A, B }
pub fn identity(x: Two) -> Two {
    match x {
        Two::A => Two::A,
        Two::B => Two::B,
    }
}
```

basically has `switchInt() -> [0: 0, 1: 1, otherwise: unreachable]` for the match.
This allows it to be transformed into a simple `x`. If we remove the
unreachable branch, the transformation becomes illegal.

a124924061 Remove in_band_lifetimes from rustc_mir_transform
This one is a heavy `'tcx` user.

Two interesting ones:

This one had the `'tcx` declared on the function, despite the trait taking a `'tcx`:

+impl<'tcx> Visitor<'tcx> for UsedLocals {
     fn visit_statement(&mut self, statement: &Statement<'tcx>, location: Location) {
```

This one use in-band for one, and underscore for the other:
