(Big performance change) Do not run lints that cannot emit

Before this change, adding a lint was a difficult matter because it always had some overhead involved. This was because all lints would run, no matter their default level, or if the user had `#![allow]`ed them. This PR changes that. This change would improve both the Rust lint infrastructure and Clippy, but Clippy will see the most benefit, as it has about 900 registered lints (and growing!)

So yeah, with this little patch we filter all lints pre-linting, and remove any lint that is either:
- Manually `#![allow]`ed in the whole crate,
- Allowed in the command line, or
- Not manually enabled with `#[warn]` or similar, and its default level is `Allow`

As some lints **need** to run, this PR also adds **loadbearing lints**. On a lint declaration, you can use the ``@eval_always` = true` marker to label it as loadbearing. A loadbearing lint will never be filtered (it will always run)

e78d78868a Allow #[deny(..)] inside #[forbid(..)] as a no-op with a warning
Forbid cannot be overriden. When someome tries to do this anyways,
it results in a hard error. That makes sense.

Except it doesn't, because macros. Macros may reasonably use `#[deny]`
in their expansion to assert
that their expanded code follows the lint. This is doesn't work when the
output gets expanded into a `forbid()` context. This is pretty silly,
since both the macros and the code agree on the lint!

Therefore, we allow `#[deny(..)]`ing a lint that's already forbidden,
keeping the level at forbid.

84ac80f192 Reformat use declarations.
The previous commit updated `rustfmt.toml` appropriately. This commit is

32c8a12854 Tweak CheckLintNameResult::Tool.
It has a clumsy type, with repeated `&'a [LintId]`, and sometimes
requires an empty string that isn't used in the `Err`+`None` case.

This commit splits it into two variants.

[perf] Delay the construction of early lint diag structs

Attacks some of the perf regressions from https://github.com/rust-lang/rust/pull/124417#issuecomment-2123700666.

See individual commits for details. The first three commits are not strictly necessary.
However, the 2nd one (06bc4fc671, *Remove `LintDiagnostic::msg`*) makes the main change way nicer to implement.
It's also pretty sweet on its own if I may say so myself.

Remove LintDiagnostic::msg
* instead simply set the primary message inside the lint decorator functions
* it used to be this way before [#]101986 which introduced `msg` to prevent
  good path delayed bugs (which no longer exist) from firing under certain
  circumstances when lints were suppressed / silenced
* this is no longer necessary for various reasons I presume
* it shaves off complexity and makes further changes easier to implement

Create some minimal HIR for associated opaque types

`LocalDefId`s for opaque types in traits and impls are created after AST -> HIR lowering, so they don't have corresponding HIR and return their various properties through fed queries.

In this PR I also feed some core HIR-related queries for these `LocalDefId`s (which happen to be HIR owners).
As a result all `LocalDefId`s now have corresponding `HirId`s and HIR nodes, and "optional" methods like `opt_local_def_id_to_hir_id` and `opt_hir_node_by_def_id` can be removed.

Follow up to https://github.com/rust-lang/rust/pull/120206.

f2fcfe82af Various style improvements to rustc_lint::levels
- Replace some nested if-let with let-chains
- Tweak a match pattern to allow shorthand struct syntax
- Fuse an `is_empty` check with getting the last element
- Merge some common code that emits `MalformedAttribute` and continues
- Format `"{tool}::{name}"` in a way that's consistent with other match arms
- Replace if-let-else-panic with let-else
- Use early-exit to flatten a method body

b7d58eef4b Rewrite the untranslatable_diagnostic lint.
Currently it only checks calls to functions marked with
`#[rustc_lint_diagnostics]`. This commit changes it to check calls to
any function with an `impl Into<{D,Subd}iagMessage>` parameter. This
greatly improves its coverage and doesn't rely on people remembering to
add `#[rustc_lint_diagnostics]`.

The commit also adds `#[allow(rustc::untranslatable_diagnostic)`]
attributes to places that need it that are caught by the improved lint.
These places that might be easy to convert to translatable diagnostics.

Finally, it also:
- Expands and corrects some comments.
- Does some minor formatting improvements.
- Adds missing `DecorateLint` cases to
  `tests/ui-fulldeps/internal-lints/diagnostics.rs`.

f6f8779843 Reduce capabilities of Diagnostic.
Currently many diagnostic modifier methods are available on both
`Diagnostic` and `DiagnosticBuilder`. This commit removes most of them
from `Diagnostic`. To minimize the diff size, it keeps them within
`diagnostic.rs` but changes the surrounding `impl Diagnostic` block to
`impl DiagnosticBuilder`. (I intend to move things around later, to give
a more sensible code layout.)

`Diagnostic` keeps a few methods that it still needs, like `sub`,
`arg`, and `replace_args`.

The `forward!` macro, which defined two additional methods per call
(e.g. `note` and `with_note`), is replaced by the `with_fn!` macro,
which defines one additional method per call (e.g. `with_note`). It's
now also only used when necessary -- not all modifier methods currently
need a `with_*` form. (New ones can be easily added as necessary.)

All this also requires changing `trait AddToDiagnostic` so its methods
take `DiagnosticBuilder` instead of `Diagnostic`, which leads to many
mechanical changes. `SubdiagnosticMessageOp` gains a type parameter `G`.

There are three subdiagnostics -- `DelayedAtWithoutNewline`,
`DelayedAtWithNewline`, and `InvalidFlushedDelayedDiagnosticLevel` --
that are created within the diagnostics machinery and appended to
external diagnostics. These are handled at the `Diagnostic` level, which
means it's now hard to construct them via `derive(Diagnostic)`, so
instead we construct them by hand. This has no effect on what they look
like when printed.

There are lots of new `allow` markers for `untranslatable_diagnostics`
and `diagnostics_outside_of_impl`. This is because
`#[rustc_lint_diagnostics]` annotations were present on the `Diagnostic`
modifier methods, but missing from the `DiagnosticBuilder` modifier
methods. They're now present.

505c1371d0 Rename some Diagnostic setters.
`Diagnostic` has 40 methods that return `&mut Self` and could be
considered setters. Four of them have a `set_` prefix. This doesn't seem
necessary for a type that implements the builder pattern. This commit
removes the `set_` prefixes on those four methods.

e0c626fbbc rustc_lint: Prevent multiple 'lint ignored' lints
Prevent multiple 'ignored unless specified at crate level' lints. The
multiplication happens because we run the same lint three times:
* In BuiltinCombinedEarlyLintPass
* In BuiltinCombinedPreExpansionLintPass
* In shallow_lint_levels_on

Only run the lint one time by checking the `lint_added_lints` bool.

eef02c453f rustc_lint: Rename warn_about_weird_lints to lint_added_lints
So we can apply more kinds of lints to added lints without having to add
another parameter.
