461d147249 Document Path::parent behavior around relative paths
A relative path with just one component will return `Some("")` as its
parent, which wasn't clear to me from the documentation.

The parent of `""` is `None`, which was missing from the documentation
as well.

c291d2adec Clarify Path::extension() semantics in docs abstract
State up-front and center what shape the returned extension will have, without
making the user read through the description and examples.

Rationale: Various frameworks and libraries for different platforms have their
different conventions as to whether an "extension" is ".ext" or just "ext" and
anyone that's had to deal with this ambiguity in the past is always double- or
triple-checking to make sure the function call returns an extension that matches
the expected semantics. Offer the answer to this important question right off
the bat instead of making them dig to find it.

Stabilize `Path::try_exists()` and improve doc

This stabilizes the `Path::try_exists()` method which returns

Along with the stabilization it also:

  completely safe fixed version of `exists()`.

  `fs_try_exists` to avoid name conflict.

The tracking issue #83186 remains open to track `fs_try_exists`.

72a25d05bf Use implicit capture syntax in format_args
This updates the standard library's documentation to use the new syntax. The
documentation is worthwhile to update as it should be more idiomatic
(particularly for features like this, which are nice for users to get acquainted
with). The general codebase is likely more hassle than benefit to update: it'll
hurt git blame, and generally updates can be done by folks updating the code if
(and when) that makes things more readable with the new format.

A few places in the compiler and library code are updated (mostly just due to
already having been done when this commit was first authored).

Currently, if someone needs access to the path separator as a str, they need to go through this mess:

```

This PR just re-exports an existing path separator str API.

Add documentation to more `From::from` implementations.

For users looking at documentation through IDE popups, this gives them relevant information rather than the generic trait documentation wording “Performs the conversion”. For users reading the documentation for a specific type for any reason, this informs them when the conversion may allocate or copy significant memory versus when it is always a move or cheap copy.

Notes on specific cases:
* The new documentation for `From<T> for T` explains that it is not a conversion at all.
* Also documented `impl<T, U> Into<U> for T where U: From<T>`, the other central blanket implementation of conversion.
* The new documentation for construction of maps and sets from arrays of keys mentions the handling of duplicates. Future work could be to do this for *all* code paths that convert an iterable to a map or set.
* I did not add documentation to conversions of a specific error type to a more general error type.
* I did not add documentation to unstable code.

This change was prepared by searching for the text "From<... for" and so may have missed some cases that for whatever reason did not match. I also looked for `Into` impls but did not find any worth documenting by the above criteria.

`std::path::absolute`

Implements #59117 by adding a `std::path::absolute` function that creates an absolute path without reading the filesystem. This is intended to be a drop-in replacement for [`std::fs::canonicalize`](https://doc.rust-lang.org/std/fs/fn.canonicalize.html) in cases where it isn't necessary to resolve symlinks. It can be used on paths that don't exist or where resolving symlinks is unwanted. It can also be used to avoid circumstances where `canonicalize` might otherwise fail.

On Windows this is a wrapper around [`GetFullPathNameW`](https://docs.microsoft.com/en-us/windows/win32/api/fileapi/nf-fileapi-getfullpathnamew). On Unix it partially implements the POSIX [pathname resolution](https://pubs.opengroup.org/onlinepubs/9699919799/basedefs/V1_chap04.html#tag_04_13) specification, stopping just short of actually resolving symlinks.

a083dd653a optimize Hash for Path
Hashing does not have to use the whole Components parsing machinery because we only need it to match the
normalizations that Components does.

* stripping redundant separators -> skipping separators
* stripping redundant '.' directories -> skipping '.' following after a separator

That's all it takes.

And instead of hashing individual slices for each component we feed the bytes directly into the hasher which avoids
hashing the length of each component in addition to its contents.

I've run out of compelling reasons to group functions together across crates so I'm just going to go module-by-module. This is half of the remaining items from the `std` crate, from O-Z.

`panicking::take_hook` has a side effect: it unregisters the current panic hook, returning it. I almost ignored it, but the documentation example shows `let _ = panic::take_hook();`, so following suit I went ahead and added a `#[must_use]`.

std::panicking   fn take_hook() -> Box<dyn Fn(&PanicInfo<'_>) + 'static + Sync + Send>;
```

I added these functions that clippy did not flag:

add file_prefix method to std::path

This is an initial implementation of `std::path::Path::file_prefix`. It is effectively a "left" variant of the existing [`file_stem`](https://doc.rust-lang.org/std/path/struct.Path.html#method.file_stem) method. An illustration of the difference is

```rust
use std::path::Path;

let path = Path::new("foo.tar.gz");
assert_eq!(path.file_stem(), Some("foo.tar"));
assert_eq!(path.file_prefix(), Some("foo"));
```

In my own development, I generally find I almost always want the prefix, rather than the stem, so I thought it might be best to suggest it's addition to libstd.

Of course, as this is my first contribution, I expect there is probably more work that needs to be done. Additionally, if the libstd team feel this isn't appropriate then so be it.

There has been some [discussion about this on Zulip](https://rust-lang.zulipchat.com/#narrow/stream/219381-t-libs/topic/file_lstem/near/238076313) and a user there suggested I open a PR to see whether someone in the libstd team thinks it is worth pursuing.

53d71c181e optimize Eq implementation for paths
Filesystems generally have a tree-ish structure which means
paths are more likely to share a prefix than a suffix. Absolute paths
are especially prone to share long prefixes.

Rollup merge of #81822 - Kixunil:path_try_exists, r=kennytm
Added `try_exists()` method to `std::path::Path`

This method is similar to the existing `exists()` method, except it
doesn't silently ignore the errors, leading to less error-prone code.

This change intentionally does NOT touch the documentation of `exists()`
nor recommend people to use this method while it's unstable.
Such changes are reserved for stabilization to prevent confusing people.

Apart from that it avoids conflicts with #80979.

Rollup merge of #82128 - anall:feature/add_diagnostic_items, r=davidtwco
add diagnostic items for OsString/PathBuf/Owned as well as to_vec on slice

This is adding diagnostic items to be used by rust-lang/rust-clippy#6730, but my understanding is the clippy-side change does need to be done over there since I am adding a new clippy feature.

Add diagnostic items to the following types:
  OsString (os_string_type)
  PathBuf (path_buf_type)
  Owned (to_owned_trait)

As well as the to_vec method on slice/[T]

66f7f7d8a9 Added try_exists() method to std::path::Path
This method is similar to the existing `exists()` method, except it
doesn't silently ignore the errors, leading to less error-prone code.

This change intentionally does NOT touch the documentation of `exists()`
nor recommend people to use this method while it's unstable.
Such changes are reserved for stabilization to prevent confusing people.

Apart from that it avoids conflicts with #80979.

Fix is_absolute on WASI
WASI does not match `cfg(unix)`, but its paths are Unix-like (`/some/path`) and don't have Windows-like prefixes.

Without this change, `is_absolute` for paths like `/some/path` was returning `false`on a WASI target, which is obviously not true and undesirable.
