This should technically be tested on MSVC... if MSVC actually ran Clang tests.

Migrate `symbol-visibility` `run-make` test to rmake

Pretty scary!
- The expected number of symbols on each check has been changed slightly to reflect the differences between `llvm_readobj` and `nm`, as I think the former will print hidden symbols once and visible symbols twice, while the latter will only print visible symbols.
- The original test ran the same exact checks on `cdylib` twice, for seemingly no reason. I have removed it.
- This may be possible to optimize some more? `llvm_readobj` could get called only once for each library type, and the regex could avoid being created repeatedly. I am not sure if these kinds of considerations are important for a `run-make` test.

Update wasi-sdk in CI to latest release
This commit updates the `wasi-sdk` download used by the `wasm32-wasi*` targets. The motivation for this commit is generally just "keep things up to date" and is not intended to cause any issues or differences from before, just a routine update.

Disable run-make/split-debuginfo test for RISC-V 64
Together with `@Hoverbear,` we've been improving the state of the riscv64gc-unknown-linux-gnu target.
This is in relation to https://github.com/rust-lang/rust/pull/125220 where `tests/ui/debuginfo/debuginfo-emit-llvm-ir-and-split-debuginfo.rs` was disabled for RISC-V 64 in that another test, `tests/run-make/split-debuginfo` also needs to be disabled due to https://github.com/llvm/llvm-project/issues/56642 and the changes made in https://github.com/rust-lang/rust/pull/120518.
This test appears to be a host test, not a target test, so it isn't seen failing in https://github.com/rust-lang/rust/pull/126641, however, we are in the process of testing host tools for riscv64-gc-unknown-linux-gnu so this test has now been noticed to be a problem.

Remove extern "wasm" ABI
Remove the unstable `extern "wasm"` ABI (`wasm_abi` feature tracked in #83788).
As discussed in https://github.com/rust-lang/rust/pull/127513#issuecomment-2220410679 and following, this ABI is a failed experiment that did not end up being used for anything. Keeping support for this ABI in LLVM 19 would require us to switch wasm targets to the `experimental-mv` ABI, which we do not want to do.
It should be noted that `Abi::Wasm` was internally used for two things: The `-Z wasm-c-abi=legacy` ABI that is still used by default on some wasm targets, and the `extern "wasm"` ABI. Despite both being `Abi::Wasm` internally, they were not the same. An explicit `extern "wasm"` additionally enabled the `+multivalue` feature.
I've opted to remove `Abi::Wasm` in this patch entirely, instead of keeping it as an ABI with only internal usage. Both `-Z wasm-c-abi` variants are now treated as part of the normal C ABI, just with different different treatment in
adjust_for_foreign_abi.

Disable rmake test rustdoc-io-error on riscv64gc-gnu
In https://github.com/rust-lang/rust/pull/126917 we disabled `inaccessible-temp-dir` on `riscv64gc-gnu` because the container runs the build as `root` (just like the `armhf-gnu` builds). Tests creating an inaccessible test directory are not possible, since `root` can always touch those directories.

This means the tests are run as `root`. As `root`, it's perfectly normal and reasonable to violate permission checks this way:

Because of this, this PR makes the test ignored on `riscv64gc` (just like on `armhf-gnu`) for now.
As an alternative, I believe the best long-term strategy would be to not run the tests as `root` for this job. Some preliminary exploration was done in https://github.com/rust-lang/rust/pull/126917#issuecomment-2189933970, however that appears a larger lift.

linker: Link dylib crates by path
Linkers seem to support linking dynamic libraries by path.
Not sure why the previous scheme with splitting the path into a directory (passed with `-L`) and a name (passed with `-l`) was used (upd: likely due to https://github.com/rust-lang/rust/pull/126094#issuecomment-2155063414).
When we split a library path `some/dir/libfoo.so` into `-L some/dir` and `-l foo` we add `some/dir` to search directories for *all* libraries looked up by the linker, not just `foo`, and `foo` is also looked up in *all* search directories not just `some/dir`.
Technically we may find some unintended libraries this way.
Therefore linking dylibs via a full path is both simpler and more reliable.
It also makes the set of search directories more easily reproducible when we need to lookup some native library manually (like in https://github.com/rust-lang/rust/pull/123436).
