stabilize `const_extern_fn`

closes https://github.com/rust-lang/rust/issues/64926

## Stabilizaton Report

### Summary

Using `const extern "Rust"` and `const extern "C"` was already stabilized (since version 1.62.0, see https://github.com/rust-lang/rust/pull/95346). This PR stabilizes the other calling conventions: it is now possible to write `const unsafe extern "calling-convention" fn` and `const extern "calling-convention" fn` for any supported calling convention:

```rust
const extern "C-unwind" fn foo1(val: u8) -> u8 { val + 1}
const extern "stdcall" fn foo2(val: u8) -> u8 { val + 1}
const unsafe extern "C-unwind" fn bar1(val: bool) -> bool { !val }
const unsafe extern "stdcall" fn bar2(val: bool) -> bool { !val }
```

This can be used to const-ify an `extern fn`, or conversely, to make a `const fn` callable from external code.

I attempted to do this in a manner that preserved the line numbers to reduce the
review effort on the resulting diff, but we still have to deal with the
ramifications of how a future-incompat lint behaves compared to a hard-error (in
terms of its impact on the diagnostic output).

Allow partially moved values in match

This PR attempts to unify the behaviour between `let _ = PLACE`, `let _: TY = PLACE;` and `match PLACE { _ => {} }`.
The logical conclusion is that the `match` version should not check for uninitialised places nor check that borrows are still live.

The `match PLACE {}` case is handled by keeping a `FakeRead` in the unreachable fallback case to verify that `PLACE` has a legal value.

Schematically, `match PLACE { arms }` in surface rust becomes in MIR:
```rust
PlaceMention(PLACE)
match PLACE {
  // Decision tree for the explicit arms
  arms,
  // An extra fallback arm
  _ => {
    FakeRead(ForMatchedPlace, PLACE);
    unreachable
  }
}
```

`match *borrow { _ => {} }` continues to check that `*borrow` is live, but does not read the value.
`match *borrow {}` both checks that `*borrow` is live, and fake-reads the value.

Check pattern refutability on THIR

The current `check_match` query is based on HIR, but partially re-lowers HIR into THIR.
This PR proposed to use the results of the `thir_body` query to check matches, instead of re-building THIR.

Most of the diagnostic changes are spans getting shorter, or commas/semicolons not getting removed.

This PR degrades the diagnostic for confusing constants in patterns (`let A = foo()` where `A` resolves to a `const A` somewhere): it does not point ot the definition of `const A` any more.
