55ea94402b Run a single huge par_body_owners instead of many small ones after each other.
This improves parallel rustc parallelism by avoiding the bottleneck after each individual `par_body_owners` (because it needs to wait for queries to finish, so if there is one long running one, a lot of cores will be idle while waiting for the single query).

a2479a4ae7 Remove unnecessary min_specialization after bootstrap
These crates all needed specialization for `newtype_index!`, which will no
longer be necessary when the current nightly eventually becomes the next
bootstrap compiler.

Rollup merge of #120693 - nnethercote:invert-diagnostic-lints, r=davidtwco
Invert diagnostic lints.

That is, change `diagnostic_outside_of_impl` and `untranslatable_diagnostic` from `allow` to `deny`, because more than half of the compiler has been converted to use translated diagnostics.

This commit removes more `deny` attributes than it adds `allow` attributes, which proves that this change is warranted.

That is, change `diagnostic_outside_of_impl` and

Don't forget that the lifetime on hir types is `'tcx`

This PR just tracks the `'tcx` lifetime to wherever the original objects actually have that lifetime. This code is needed for https://github.com/rust-lang/rust/pull/107606 (now #120131) so that `ast_ty_to_ty` can invoke `lit_to_const` on an argument passed to it. Currently the argument is `&hir::Ty<'_>`, but after this PR it is `&'tcx hir::Ty<'tcx>`.

Suggest Upgrading Compiler for Gated Features

This PR addresses #117318

I have a few questions:

1. Do we want to specify the current version and release date of the compiler? I have added this in via environment variables, which I found in the code for the rustc cli where it handles the `--version` flag
  a. How can I handle the changing message in the tests?
3. Do we want to only show this message when the compiler is old?
  a. How can we determine when the compiler is old?

I'll wait until we figure out the message to bless the tests

Rollup merge of #119587 - beepster4096:system_varargs, r=petrochenkov
Varargs support for system ABI

This PR allows functions with the `system` ABI to be variadic (under the `extended_varargs_abi_support` feature tracked in #100189). On x86 windows, the `system` ABI is equivalent to `C` for variadic functions. On other platforms, `system` is already equivalent to `C`.

5d1d384443 Rename HandlerInner::delay_span_bug as HandlerInner::span_delayed_bug.
Because the corresponding `Level` is `DelayedBug` and `span_delayed_bug`
follows the pattern used everywhere else: `span_err`, `span_warning`,
etc.

57cd5e6551 Use rustc_fluent_macro::fluent_messages! directly.
Currently we always do this:
```
use rustc_fluent_macro::fluent_messages;
...
fluent_messages! { "./example.ftl" }
```
But there is no need, we can just do this everywhere:
```
rustc_fluent_macro::fluent_messages! { "./example.ftl" }
```
which is shorter.

a733082be9 Avoid need for {D,Subd}iagnosticMessage imports.
The `fluent_messages!` macro produces uses of
`crate::{D,Subd}iagnosticMessage`, which means that every crate using
the macro must have this import:
```
use rustc_errors::{DiagnosticMessage, SubdiagnosticMessage};
```

This commit changes the macro to instead use
`rustc_errors::{D,Subd}iagnosticMessage`, which avoids the need for the
imports.

c599761140 rustc_hir_analysis: add a helper to check function the signature mismatches
This function is now used to check `#[panic_handler]`, `start` lang item, `main`, `#[start]` and intrinsic functions.

The diagnosis produced are now closer to the ones produced by trait/impl method signature mismatch.

eea6149e03 Enable varargs support for AAPCS calling convention

e18d1f8d2e Leave it to the query system to invoke the typeck query instead of invoking it eagerly.
Later queries that are run on all body owners will invoke typeck as they need information from its result to perform their own logic

b5d3d970fa Add rustc_fluent_macro to decouple fluent from rustc_macros
Fluent, with all the icu4x it brings in, takes quite some time to
compile. `fluent_messages!` is only needed in further downstream rustc
crates, but is blocking more upstream crates like `rustc_index`. By
splitting it out, we allow `rustc_macros` to be compiled earlier, which
speeds up `x check compiler` by about 5 seconds (and even more after the
needless dependency on `serde_json` is removed from
`rustc_data_structures`).

a general type system cleanup

removes the helper functions `traits::fully_solve_X` as they add more complexity then they are worth. It's confusing which of these helpers should be used in which context.

changes the way we deal with overflow to always add depth in `evaluate_predicates_recursively`. It may make sense to actually fully transition to not have `recursion_depth` on obligations but that's probably a bit too much for this PR.

also removes some other small - and imo unnecessary - helpers.

7e2ecb3cd8 Simplify message paths
This makes it easier to open the messages file while developing on features.

The commit was the result of automatted changes:

d1fcf61117 errors: generate typed identifiers in each crate
Instead of loading the Fluent resources for every crate in
`rustc_error_messages`, each crate generates typed identifiers for its
own diagnostics and creates a static which are pulled together in the
`rustc_driver` crate and provided to the diagnostic emitter.

Remove `<dyn AstConv<'tcx>>::fun(c, ...)` calls in favour of `c.astconv().fun(...)`

This removes the need for <>><><><<>> dances and makes the code a bit nicer.

Not sure if `astconv` is the best name though, maybe someone has a better idea?

Enable varargs support for calling conventions other than C or cdecl

This patch makes it possible to use varargs for calling conventions,
which are either based on C (efiapi) or C is based on them (sysv64 and win64).

Also pinging ``@phlopsi,`` because he noticed first this oversight when writing a library for UEFI.

c8c25ce5a1 Rename some OwnerId fields.
spastorino noticed some silly expressions like `item_id.def_id.def_id`.

This commit renames several `def_id: OwnerId` fields as `owner_id`, so
those expressions become `item_id.owner_id.def_id`.

`item_id.owner_id.local_def_id` would be even clearer, but the use of
`def_id` for values of type `LocalDefId` is *very* widespread, so I left
that alone.
