84ac80f192 Reformat use declarations.

75b164d836 Use tidy to sort crate attributes for all compiler crates.
We already do this for a number of crates, e.g. `rustc_middle`,
`rustc_span`, `rustc_metadata`, `rustc_span`, `rustc_errors`.

For the ones we don't, in many cases the attributes are a mess.
- There is no consistency about order of attribute kinds (e.g.
  `allow`/`deny`/`feature`).
- Within attribute kind groups (e.g. the `feature` attributes),
  sometimes the order is alphabetical, and sometimes there is no
  particular order.
- Sometimes the attributes of a particular kind aren't even grouped
  all together, e.g. there might be a `feature`, then an `allow`, then
  another `feature`.

This commit extends the existing sorting to all compiler crates,
increasing consistency. If any new attribute line is added there is now
only one place it can go -- no need for arbitrary decisions.

Exceptions:
- `rustc_log`, `rustc_next_trait_solver` and `rustc_type_ir_macros`,
  because they have no crate attributes.
- `rustc_codegen_gcc`, because it's quasi-external to rustc (e.g. it's
  ignored in `rustfmt.toml`).

Show files produced by `--emit foo` in json artifact notifications

Right now it is possible to ask `rustc` to save some intermediate representation into one or more files with `--emit=foo`, but figuring out what exactly was produced is difficult. This pull request adds information about `llvm_ir` and `asm` intermediate files into notifications produced by `--json=artifacts`.

Motivation - `cargo-show-asm` parses those intermediate files and presents them in a user friendly way, but right now I have to apply some dirty hacks. Hacks make behavior confusing: https://github.com/hintron/computer-enhance/issues/35

This pull request introduces a new behavior: now `rustc` will emit a new artifact notification for every artifact type user asked to `--emit`, for example for `--emit asm` those will include all the `.s` files.

Most users won't notice this behavior, to be affected by it all of the following must hold:
- user must use `rustc` binary directly (when `cargo` invokes `rustc` - it consumes artifact notifications and doesn't emit anything)
- user must specify both `--emit xxx` and `--json artifacts`
- user must refuse to handle unknown artifact types
- user must disable incremental compilation (or deal with it better than cargo does, or use a workaround like `save-temps`) in order not to hit #88829 / #89149

0ac1195ee0 Invert diagnostic lints.
That is, change `diagnostic_outside_of_impl` and
`untranslatable_diagnostic` from `allow` to `deny`, because more than
half of the compiler has be converted to use translated diagnostics.

This commit removes more `deny` attributes than it adds `allow`
attributes, which proves that this change is warranted.

ffafcd8819 Update to bitflags 2 in the compiler
This involves lots of breaking changes. There are two big changes that
force changes. The first is that the bitflag types now don't
automatically implement normal derive traits, so we need to derive them
manually.

Additionally, bitflags now have a hidden inner type by default, which
breaks our custom derives. The bitflags docs recommend using the impl
form in these cases, which I did.

After #113716, we can make `#![no_builtins]` crates participate in LTO again.

`#![no_builtins]` with LTO does not result in undefined references to the error. I believe this type of issue won't happen again.

Call FileEncoder::finish in rmeta encoding

The bug here was that rmeta encoding never called FileEncoder::finish. Now it does. Most of the changes here are needed to support that, since rmeta encoding wants to finish _then_ access the File in the encoder, so finish can't move out.

I tried adding a `cfg(debug_assertions)` exploding Drop impl to FileEncoder that checked for finish being called before dropping, but fatal errors cause unwinding so this isn't really possible. If we encounter a fatal error with a dirty FileEncoder, the Drop impl ICEs even though the implementation is correct. If we try to paper over that by wrapping FileEncoder in ManuallyDrop then that just erases the fact that Drop automatically checks that we call finish on all paths.

I also changed the name of DepGraph::encode to DepGraph::finish_encoding, because that's what it does and it makes the fact that it is the path to FileEncoder::finish less confusing.

57cd5e6551 Use rustc_fluent_macro::fluent_messages! directly.
Currently we always do this:
```
use rustc_fluent_macro::fluent_messages;
...
fluent_messages! { "./example.ftl" }
```
But there is no need, we can just do this everywhere:
```
rustc_fluent_macro::fluent_messages! { "./example.ftl" }
```
which is shorter.

a733082be9 Avoid need for {D,Subd}iagnosticMessage imports.
The `fluent_messages!` macro produces uses of
`crate::{D,Subd}iagnosticMessage`, which means that every crate using
the macro must have this import:
```
use rustc_errors::{DiagnosticMessage, SubdiagnosticMessage};
```

This commit changes the macro to instead use
`rustc_errors::{D,Subd}iagnosticMessage`, which avoids the need for the
imports.

Remove cgu_reuse_tracker from Session

This removes a bit of global mutable state.

It will now miss post-lto cgu reuse when ThinLTO determines that a cgu doesn't get changed, but there weren't any tests for this anyway and a test for it would be fragile to the exact implementation of ThinLTO in LLVM.

72e29da3ec stabilize combining +bundle and +whole-archive link modifiers
Currently, combining +bundle and +whole-archive works only with
 #![feature(packed_bundled_libs)]
This crate feature is independent of the -Zpacked-bundled-libs
command line option.

This commit stabilizes the #![feature(packed_bundled_libs)] crate
feature and implicitly enables it only when the +bundle and
+whole-archive link modifiers are combined. This allows rlib
crates to use the +whole-archive link modifier with native
libraries and have all symbols included in the linked library
to be included in downstream staticlib crates that use the rlib as
a dependency. Other cases requiring the packed_bundled_libs
behavior still require the -Zpacked-bundled-libs command line
option, which can be stabilized independently in the future.

Per discussion on https://github.com/rust-lang/rust/issues/108081
there is no risk of regression stabilizing the crate feature in
this way because the combination of +bundle,+whole-archive link
modifiers was previously not allowed.

Fix dependency tracking for debugger visualizers

This PR fixes dependency tracking for debugger visualizer files by changing the `debugger_visualizers` query to an `eval_always` query that scans the AST while it is still available. This way the set of visualizer files is already available when dep-info is emitted. Since the query is turned into an `eval_always` query, dependency tracking will now reliably detect changes to the visualizer script files themselves.

Only depend on CFG_VERSION in rustc_interface

This avoids having to rebuild the whole compiler on each commit when `omit-git-hash = false`.

cc https://github.com/rust-lang/rust/issues/76720 - this won't fix it, and I'm not suggesting we turn this on by default, but it will make it less painful for people who do have `omit-git-hash` on as a workaround.
