665821cb60 Add blank lines after module-level //! comments.
Most modules have such a blank line, but some don't. Inserting the blank
line makes it clearer that the `//!` comments are describing the entire
module, rather than the `use` declaration(s) that immediately follows.

09006d6a88 Convert some module-level // and /// comments to //!.
This makes their intent and expected location clearer. We see some
examples where these comments were not clearly separate from `use`
declarations, which made it hard to understand what the comment is
describing.

Add `size_of` and `size_of_val` and `align_of` and `align_of_val` to the prelude

(Note: need to update the PR to add `align_of` and `align_of_val`, and remove the second commit with the myriad changes to appease the lint.)

Many, many projects use `size_of` to get the size of a type. However,
it's also often equally easy to hardcode a size (e.g. `8` instead of
`size_of::<u64>()`). Minimizing friction in the use of `size_of` helps
ensure that people use it and make code more self-documenting.

The name `size_of` is unambiguous: the name alone, without any prefix or
path, is self-explanatory and unmistakeable for any other functionality.
Adding it to the prelude cannot produce any name conflicts, as any local
definition will silently shadow the one from the prelude. Thus, we don't
need to wait for a new edition prelude to add it.

rename ptr::from_exposed_addr -> ptr::with_exposed_provenance

As discussed on [Zulip](https://rust-lang.zulipchat.com/#narrow/stream/136281-t-opsem/topic/To.20expose.20or.20not.20to.20expose/near/427757066).

The old name, `from_exposed_addr`, makes little sense as it's not the address that is exposed, it's the provenance. (`ptr.expose_addr()` stays unchanged as we haven't found a better option yet. The intended interpretation is "expose the provenance and return the address".)

The new name nicely matches `ptr::without_provenance`.

b454991ac4 Finish bumping stage0
It looks like the last time had left some remaining cfg's -- which made me think
that the stage0 bump was actually successful. This brings us to a released 1.62
beta though.

72a25d05bf Use implicit capture syntax in format_args
This updates the standard library's documentation to use the new syntax. The
documentation is worthwhile to update as it should be more idiomatic
(particularly for features like this, which are nice for users to get acquainted
with). The general codebase is likely more hassle than benefit to update: it'll
hurt git blame, and generally updates can be done by folks updating the code if
(and when) that makes things more readable with the new format.

A few places in the compiler and library code are updated (mostly just due to
already having been done when this commit was first authored).

Sync portable-simd for bitmasks &c.

In the ideal case, where everything works easily and nothing has to be rearranged, it is as simple as:
- `git subtree pull -P library/portable-simd https://github.com/rust-lang/portable-simd - ${branch}`
- write the commit message
- `python x.py test --stage 1` to make sure it runs
- `git push` to your PR-to-rustc branch

If anything borks up this flow, you can fix it with sufficient git wizardry but you are usually better off going back to the source, fixing it, and starting over, before you open the PR.
