72b172bdf6 Overhaul the handling of errors at the top-level.
Currently `emit_stashed_diagnostic` is called from four(!) different
places: `print_error_count`, `DiagCtxtInner::drop`, `abort_if_errors`,
and `compile_status`.

And `flush_delayed` is called from two different places:
`DiagCtxtInner::drop` and `Queries`.

This is pretty gross! Each one should really be called from a single
place, but there's a bunch of entanglements. This commit cleans up this
mess.

Specifically, it:
- Removes all the existing calls to `emit_stashed_diagnostic`, and adds
  a single new call in `finish_diagnostics`.
- Removes the early `flush_delayed` call in `codegen_and_build_linker`,
  replacing it with a simple early return if delayed bugs are present.
- Changes `DiagCtxtInner::drop` and `DiagCtxtInner::flush_delayed` so
  they both assert that the stashed diagnostics are empty (i.e.
  processed beforehand).
- Changes `interface::run_compiler` so that any errors emitted during
  `finish_diagnostics` (i.e. late-emitted stashed diagnostics) are
  counted and cannot be overlooked. This requires adding
  `ErrorGuaranteed` return values to several functions.
- Removes the `stashed_err_count` call in `analysis`. This is possible
  now that we don't have to worry about calling `flush_delayed` early
  from `codegen_and_build_linker` when stashed diagnostics are pending.
- Changes the `span_bug` case in `handle_tuple_field_pattern_match` to a
  `delayed_span_bug`, because it now can be reached due to the removal
  of the `stashed_err_count` call in `analysis`.
- Slightly changes the expected output of three tests. If no errors are
  emitted but there are delayed bugs, the error count is no longer
  printed. This is because delayed bugs are now always printed after the
  error count is printed (or not printed, if the error count is zero).

There is a lot going on in this commit. It's hard to break into smaller
pieces because the existing code is very tangled. It took me a long time
and a lot of effort to understand how the different pieces interact, and
I think the new code is a lot simpler and easier to understand.

46f4983356 Adjust the has_errors* methods.
Currently `has_errors` excludes lint errors. This commit changes it to
include lint errors.

The motivation for this is that for most places it doesn't matter
whether lint errors are included or not. But there are multiple places
where they must be includes, and only one place where they must not be
included. So it makes sense for `has_errors` to do the thing that fits
the most situations, and the new `has_errors_excluding_lint_errors`
method in the one exceptional place.

The same change is made for `err_count`. Annoyingly, this requires the
introduction of `err_count_excluding_lint_errs` for one place, to
preserve existing error printing behaviour. But I still think the change
is worthwhile overall.

7619792107 Fix ErrorGuaranteed unsoundness with stash/steal.
When you stash an error, the error count is incremented. You can then
use the non-zero error count to get an `ErrorGuaranteed`. You can then
steal the error, which decrements the error count. You can then cancel
the error.

Example code:
```
fn unsound(dcx: &DiagCtxt) -> ErrorGuaranteed {
    let sp = rustc_span::DUMMY_SP;
    let k = rustc_errors::StashKey::Cycle;
    dcx.struct_err("bogus").stash(sp, k);           // increment error count on stash
    let guar = dcx.has_errors().unwrap();           // ErrorGuaranteed from error count > 0
    let err = dcx.steal_diagnostic(sp, k).unwrap(); // decrement error count on steal
    err.cancel();                                   // cancel error
    guar                                            // ErrorGuaranteed with no error emitted!
}
```

This commit fixes the problem in the simplest way: by not counting
stashed errors in `DiagCtxt::{err_count,has_errors}`.

However, just doing this without any other changes leads to over 40 ui
test failures. Mostly because of uninteresting extra errors (many saying
"type annotations needed" when type inference fails), and in a few
cases, due to delayed bugs causing ICEs when no normal errors are
printed.

To fix these, this commit adds `DiagCtxt::stashed_err_count`, and uses
it in three places alongside `DiagCtxt::{has_errors,err_count}`. It's
dodgy to rely on it, because unlike `DiagCtxt::err_count` it can go up
and down. But it's needed to preserve existing behaviour, and at least
the three places that need it are now obvious.

Eagerly compute output_filenames

It can be computed before creating TyCtxt. Previously the query would also write the dep info file, which meant that the output filenames couldn't be accessed before macro expansion is done. The dep info file writing is now done as a separate non-query function. The old query was always executed again anyways due to depending on the HIR.

Also encode the output_filenames in rlink files to ensure `#![crate_name]` affects the linking stage when doing separate compiling and linking using `-Zno-link`/`-Zlink-only`.

simplified lint store creation.

5c462a32bd Remove support for compiler plugins.
They've been deprecated for four years.

This commit includes the following changes.
- It eliminates the `rustc_plugin_impl` crate.
- It changes the language used for lints in
  `compiler/rustc_driver_impl/src/lib.rs` and
  `compiler/rustc_lint/src/context.rs`. External lints are now called
  "loaded" lints, rather than "plugins" to avoid confusion with the old
  plugins. This only has a tiny effect on the output of `-W help`.
- E0457 and E0498 are no longer used.
- E0463 is narrowed, now only relating to unfound crates, not plugins.
- The `plugin` feature was moved from "active" to "removed".
- It removes the entire plugins chapter from the unstable book.
- It removes quite a few tests, mostly all of those in
  `tests/ui-fulldeps/plugin/`.

Closes #29597.

5cc83fd4a5 Fix inline const pattern unsafety checking in THIR
THIR unsafety checking was getting a cycle of
function unsafety checking
-> building THIR for the function
-> evaluating pattern inline constants in the function
-> building MIR for the inline constant
-> checking unsafety of functions (so that THIR can be stolen)
This is fixed by not stealing THIR when generating MIR but instead when
unsafety checking.
This leaves an issue with pattern inline constants not being unsafety
checked because they are evaluated away when generating THIR.
To fix that we now represent inline constants in THIR patterns and
visit them in THIR unsafety checking.

1da1348924 Remove Queries::ongoing_codegen.
There's no need to store it in `Queries`. We can just use a local
variable, because it's always used shortly after it's produced.

The commit also removes the `tcx.analysis()` call in `ongoing_codegen`,
because it's easy to ensure that's done beforehand.

All this makes the dataflow within `run_compiler` easier to follow, at
the cost of making one test slightly more verbose, which I think is a
good tradeoff.

Fix dependency tracking for debugger visualizers

This PR fixes dependency tracking for debugger visualizer files by changing the `debugger_visualizers` query to an `eval_always` query that scans the AST while it is still available. This way the set of visualizer files is already available when dep-info is emitted. Since the query is turned into an `eval_always` query, dependency tracking will now reliably detect changes to the visualizer script files themselves.

Specialize query execution for incremental and non-incremental

This specializes query execution for incremental and non-incremental by passing in a separate `dyn QueryEngine` types, taking advantage of the virtual dispatch to avoid a branch. This ends up duplicating `try_execute_query`, hopefully the compile time cost of that is relatively low.

This is a performance improvement for the non-incremental path:
<table><tr><td rowspan="2">Benchmark</td><td colspan="1"><b>Before</b></th><td colspan="2"><b>After</b></th></tr><tr><td align="right">Time</td><td align="right">Time</td><td align="right">%</th></tr><tr><td>🟣 <b>clap</b>:check</td><td align="right">1.8420s</td><td align="right">1.8331s</td><td align="right"> -0.48%</td></tr><tr><td>🟣 <b>hyper</b>:check</td><td align="right">0.2652s</td><td align="right">0.2631s</td><td align="right"> -0.78%</td></tr><tr><td>🟣 <b>regex</b>:check</td><td align="right">1.0161s</td><td align="right">1.0062s</td><td align="right"> -0.98%</td></tr><tr><td>🟣 <b>syn</b>:check</td><td align="right">1.6408s</td><td align="right">1.6197s</td><td align="right">💚  -1.28%</td></tr><tr><td>🟣 <b>syntex_syntax</b>:check</td><td align="right">6.3939s</td><td align="right">6.3558s</td><td align="right"> -0.60%</td></tr><tr><td>Total</td><td align="right">11.1580s</td><td align="right">11.0780s</td><td align="right"> -0.72%</td></tr><tr><td>Summary</td><td align="right">1.0000s</td><td align="right">0.9918s</td><td align="right"> -0.82%</td></tr></table>

This adds `try_canonicalize` which tries to call `fs::canonicalize`, but falls back to `std::path::absolute` if it fails. Existing `canonicalize` calls are replaced with it. `fs::canonicalize` is not guaranteed to work on Windows.

aca1b1e0b3 rustc_interface: Add a new query pre_configure
It partially expands crate attributes before the main expansion pass (without modifying the crate), and the produced preliminary crate attribute list is used for querying a few attributes that are required very early.

Crate-level cfg attributes are then expanded normally during the main expansion pass, like attributes on any other nodes.

243944c653 Remove QueryContext.
There is a type `QueryCtxt`, which impls the trait `QueryContext`.
Confusingly, there is another type `QueryContext`. The latter is (like
`TyCtxt`) just a pointer to a `GlobalContext`. It's not used much, e.g.
its `impl` block has a single method.

This commit removes `QueryContext`, replacing its use with direct
`GlobalCtxt` use.
