e893089ea0 Provide ExitStatusError
Closes #73125

This is in pursuance of
  Issue #73127 Consider adding #[must_use] to std::process::ExitStatus

In
  MR #81452 Add #[must_use] to [...] process::ExitStatus
we concluded that the existing arrangements in are too awkward
so adding that #[must_use] is blocked on improving the ergonomics.

I wrote a mini-RFC-style discusion of the approach in

05a88aabc1 ExitStatusExt: Fix build on Fuchsia
This is not particularly pretty but the current situation is a mess
and I don't think I'm making it significantly worse.

fafb2e9de7 [fuchsia] Propagate the userspace UTC clock
On Fuchsia, spawning a subprocess does not automatically
clone all of the parent process' capabilities. UTC time on
Fuchsia is managed by a top-level userspace clock capability
that is cloned and passed to subprocesses.

This change ensures that any Rust subprocess gets access to the
UTC clock, if the parent had access to it. This is critical for
tests, which on Fuchsia, use panic=abort and spawn subprocesses
per test.
