Parser: Suggest Placing the Return Type After Function Parameters

Fixes #126311

This PR suggests placing the return type after the function parameters when it's misplaced after a `where` clause.

This also tangentially improves diagnostics for cases like [this](86d6f1312a/tests/ui/parser/issues/misplaced-return-type-without-where-issue-126311.rs (L1C1-L1C28)) and adds doc comments for `parser::AllowPlus`.

67ec1326ee Fix ICE in suggestion caused by being recovered as ==
The second suggestion shown here would previously incorrectly assume that the span corresponding to `⩵` was 2 bytes wide composed by 2 1 byte wide chars, so a span pointing at `==` could point only at one of the `=` to remove it. Instead, we now replace the whole thing (as we should have the whole time):

692bc344d5 Make parse error suggestions verbose and fix spans
Go over all structured parser suggestions and make them verbose style.

When suggesting to add or remove delimiters, turn them into multiple suggestion parts.

98332c108b Improve handling of expr->field errors
The current message for "`->` used for field access" is the following:

```rust
error: expected one of `!`, `.`, `::`, `;`, `?`, `{`, `}`, or an operator, found `->`

  |      ^^ expected one of 8 possible tokens
```

This PR tries to address this by adding a dedicated error message and recovery. The proposed error message is:

error: `->` used for field access or method call

  |      ^^ help: try using `.` instead
  |
  = help: the `.` operator will dereference the value if needed
```

3ba0139c66 Remove useless configs in tests
Since they are never set and don't have impact on the test.

Or for the cfg-panic tests are already tested with check-cfg.

Validate that we're only matching on unit struct for path pattern

Resolution doesn't validate that we only really take `CtorKind::Unit` in path patterns, since all it sees is `Res::SelfCtor(def_id)`. Check this instead during pattern typeck.

Handle str literals written with `'` lexed as lifetime

Given `'hello world'` and `'1 str', provide a structured suggestion for a valid string literal:

bde2dfb127 Detect more cases of = to : typo
When a `Local` is fully parsed, but not followed by a `;`, keep the `:` span
arround and mention it. If the type could continue being parsed as an
expression, suggest replacing the `:` with a `=`.

Rollup merge of #116284 - RalfJung:no-nan-match, r=cjgillot
make matching on NaN a hard error, and remove the rest of illegal_floating_point_literal_pattern

These arms would never be hit anyway, so the pattern makes little sense. We have had a future-compat lint against float matches in general for a *long* time, so I hope we can get away with immediately making this a hard error.

This is part of implementing https://github.com/rust-lang/rfcs/pull/3535.

Closes https://github.com/rust-lang/rust/issues/41620 by removing the lint.

https://github.com/rust-lang/reference/pull/1456 updates the reference to match.

226edf64fa Improve an error involving attribute values.
Attribute values must be literals. The error you get when that doesn't
hold is pretty bad, e.g.:
```
unexpected expression: 1 + 1
```
You also get the same error if the attribute value is a literal, but an
invalid literal, e.g.:
```
unexpected expression: "foo"suffix
```

This commit does two things.
- Changes the error message to "attribute value must be a literal",
  which gives a better idea of what the problem is and how to fix it. It
  also no longer prints the invalid expression, because the carets below
  highlight it anyway.
- Separates the "not a literal" case from the "invalid literal" case.
  Which means invalid literals now get the specific error at the literal
  level, rather than at the attribute level.

never_patterns: Parse match arms with no body

Never patterns are meant to signal unreachable cases, and thus don't take bodies:
```rust
let ptr: *const Option<!> = ...;
match *ptr {
    None => { foo(); }
    Some(!),
}
```
This PR makes rustc accept the above, and enforces that an arm has a body xor is a never pattern. This affects parsing of match arms even with the feature off, so this is delicate. (Plus this is my first non-trivial change to the parser).

~~The last commit is optional; it introduces a bit of churn to allow the new suggestions to be machine-applicable. There may be a better solution? I'm not sure.~~ EDIT: I removed that commit
