Get rid of `mir::Const::from_ty_const`

This function is strange, because it turns valtrees into `mir::Const::Value`, but the rest of the const variants stay as type system consts.

All of the callsites except for one in `instsimplify` (array length simplification of `ptr_metadata` call) just go through the valtree arm of the function, so it's easier to just create a `mir::Const` directly for those.

For the instsimplify case, if we have a type system const we should *keep* having a type system const, rather than turning it into a `mir::Const::Value`; it doesn't really matter in practice, though, bc `usize` has no padding, but it feels more principled.

Add an InstSimplify for repetitive array expressions

I noticed in https://github.com/rust-lang/rust/pull/135068#issuecomment-2569955426 that GVN's implementation of this same transform was quite profitable on the deep-vector benchmark. But of course GVN doesn't run in unoptimized builds, so this is my attempt to write a version of this transform that benefits the deep-vector case and is fast enough to run in InstSimplify.

The benchmark suite indicates that this is effective.

8dcc676c92 [mir-opt] GVN some more transmute cases
We already did `Transmute`-then-`PtrToPtr`; this adds the nearly-identical `PtrToPtr`-then-`Transmute`.

It also adds `transmute(Foo(x))` → `transmute(x)`, when `Foo` is a single-field transparent type.  That's useful for things like `NonNull { pointer: p }.as_ptr()`.

Found these as I was looking at MCP807-related changes.

2620eb42d7 Re-export more rustc_span::symbol things from rustc_span.
`rustc_span::symbol` defines some things that are re-exported from
`rustc_span`, such as `Symbol` and `sym`. But it doesn't re-export some
closely related things such as `Ident` and `kw`. So you can do `use
rustc_span::{Symbol, sym}` but you have to do `use
rustc_span::symbol::{Ident, kw}`, which is inconsistent for no good
reason.

This commit re-exports `Ident`, `kw`, and `MacroRulesNormalizedIdent`,
and changes many `rustc_span::symbol::` qualifiers in `compiler/` to
`rustc_span::`. This is a 200+ net line of code reduction, mostly
because many files with two `use rustc_span` items can be reduced to
one.

9cba14b95b use TypingEnv when no infcx is available
the behavior of the type system not only depends on the current
assumptions, but also the currentnphase of the compiler. This is
mostly necessary as we need to decide whether and how to reveal
opaque types. We track this via the `TypingMode`.

8d32578fe1 Rename and reorder lots of lifetimes.
- Replace non-standard names like 's, 'p, 'rg, 'ck, 'parent, 'this, and
  'me with vanilla 'a. These are cases where the original name isn't
  really any more informative than 'a.
- Replace names like 'cx, 'mir, and 'body with vanilla 'a when the lifetime
  applies to multiple fields and so the original lifetime name isn't
  really accurate.
- Put 'tcx last in lifetime lists, and 'a before 'b.

48064d4498 Inline and remove some functions.
These are all functions with a single callsite, where having a separate
function does nothing to help with readability. These changes make the
code a little shorter and easier to read.

6af470e360 Reduce visibilities, and add warn(unreachable_pub).
Lots of unnecessary `pub`s in this crate. Most are downgraded to
`pub(super)`, though some don't need any visibility.

2aae619edb Move MirPass to rustc_mir_transform.
Because that's now the only crate that uses it.

Moving stuff out of `rustc_middle` is always welcome.

I chose to use `impl crate::MirPass`/`impl crate::MirLint` (with
explicit `crate::`) everywhere because that's the only mention of
`MirPass`/`MirLint` used in all of these files. (Prior to this change,
`MirPass` was mostly imported via `use rustc_middle::mir::*` items.)

84ac80f192 Reformat use declarations.

b28efb11af Save 2 pointers in TerminatorKind (96 → 80 bytes)
These things don't need to be `Vec`s; boxed slices are enough.

The frequent one here is call arguments, but MIR building knows the number of arguments from the THIR, so the collect is always getting the allocation right in the first place, and thus this shouldn't ever add the shrink-in-place overhead.

f1b0ca08a4 Don't format tests/run-make/*/rmake.rs.
It's reasonable to want to, but in the current implementation this
causes multiple problems.

- All the `rmake.rs` files are formatted every time even when they
  haven't changed. This is because they get whitelisted unconditionally
  in the `OverrideBuilder`, before the changed files get added.

- The way `OverrideBuilder` works, if any files gets whitelisted then no
  unmentioned files will get traversed. This is surprising, and means
  that the `rmake.rs` entries broke the use of explicit paths to `x
  fmt`, and also broke `GITHUB_ACTIONS=true git check --fmt`.

The commit removes the `rmake.rs` entries, fixes the formatting of a
couple of files that were misformatted (not previously caught due to the
`GITHUB_ACTIONS` breakage), and bans `!`-prefixed entries in
`rustfmt.toml` because they cause all these problems.

Implement intrinsics with fallback bodies

fixes #93145 (though we can port many more intrinsics)
cc #63585

The way this works is that the backend logic for generating custom code for intrinsics has been made fallible. The only failure path is "this intrinsic is unknown". The `Instance` (that was `InstanceDef::Intrinsic`) then gets converted to `InstanceDef::Item`, which represents the fallback body. A regular function call to that body is then codegenned. This is currently implemented for

* codegen_ssa (so llvm and gcc)
* codegen_cranelift

other backends will need to adjust, but they can just keep doing what they were doing if they prefer (though adding new intrinsics to the compiler will then require them to implement them, instead of getting the fallback body).

In favor of #110793, replace almost every occurence of `subst` and `substitution` from rustc codes, but they still remains in subtrees under `src/tools/` like clippy and test codes (I'd like to replace them after this)

Then I had to remove a few unnecessary parens and muts that were exposed
now.
