mir_transform: implement forced inlining
Adds `#[rustc_force_inline]` which is similar to always inlining but
reports an error if the inlining was not possible, and which always
attempts to inline annotated items, regardless of optimisation levels.
It can only be applied to free functions to guarantee that the MIR
inliner will be able to resolve calls.

Add a Lint for Pointer to Integer Transmutes in Consts

Fixes #87525

This PR adds a MirLint for pointer to integer transmutes in const functions and associated consts. The implementation closely follows this comment: https://github.com/rust-lang/rust/pull/85769#issuecomment-880969112. More details about the implementation can be found in the comments.

Note: This could break some sound code as mentioned by RalfJung in https://github.com/rust-lang/rust/pull/85769#issuecomment-886491680:

> ... technically const-code could transmute/cast an int to a ptr and then transmute it back and that would be correct -- so the lint will deny some sound code. Does not seem terribly likely though.

8d32578fe1 Rename and reorder lots of lifetimes.
- Replace non-standard names like 's, 'p, 'rg, 'ck, 'parent, 'this, and
  'me with vanilla 'a. These are cases where the original name isn't
  really any more informative than 'a.
- Replace names like 'cx, 'mir, and 'body with vanilla 'a when the lifetime
  applies to multiple fields and so the original lifetime name isn't
  really accurate.
- Put 'tcx last in lifetime lists, and 'a before 'b.

6af470e360 Reduce visibilities, and add warn(unreachable_pub).
Lots of unnecessary `pub`s in this crate. Most are downgraded to
`pub(super)`, though some don't need any visibility.

84ac80f192 Reformat use declarations.
The previous commit updated `rustfmt.toml` appropriately. This commit is
the outcome of running `x fmt --all` with the new formatting options.

Remove LintDiagnostic::msg
* instead simply set the primary message inside the lint decorator functions
* it used to be this way before [#]101986 which introduced `msg` to prevent
  good path delayed bugs (which no longer exist) from firing under certain
  circumstances when lints were suppressed / silenced
* this is no longer necessary for various reasons I presume
* it shaves off complexity and makes further changes easier to implement

f6f8779843 Reduce capabilities of Diagnostic.
Currently many diagnostic modifier methods are available on both
`Diagnostic` and `DiagnosticBuilder`. This commit removes most of them
from `Diagnostic`. To minimize the diff size, it keeps them within
`diagnostic.rs` but changes the surrounding `impl Diagnostic` block to
`impl DiagnosticBuilder`. (I intend to move things around later, to give
a more sensible code layout.)

`Diagnostic` keeps a few methods that it still needs, like `sub`,
`arg`, and `replace_args`.

The `forward!` macro, which defined two additional methods per call
(e.g. `note` and `with_note`), is replaced by the `with_fn!` macro,
which defines one additional method per call (e.g. `with_note`). It's
now also only used when necessary -- not all modifier methods currently
need a `with_*` form. (New ones can be easily added as necessary.)

All this also requires changing `trait AddToDiagnostic` so its methods
take `DiagnosticBuilder` instead of `Diagnostic`, which leads to many
mechanical changes. `SubdiagnosticMessageOp` gains a type parameter `G`.

There are three subdiagnostics -- `DelayedAtWithoutNewline`,
`DelayedAtWithNewline`, and `InvalidFlushedDelayedDiagnosticLevel` --
that are created within the diagnostics machinery and appended to
external diagnostics. These are handled at the `Diagnostic` level, which
means it's now hard to construct them via `derive(Diagnostic)`, so
instead we construct them by hand. This has no effect on what they look
like when printed.

There are lots of new `allow` markers for `untranslatable_diagnostics`
and `diagnostics_outside_of_impl`. This is because
`#[rustc_lint_diagnostics]` annotations were present on the `Diagnostic`
modifier methods, but missing from the `DiagnosticBuilder` modifier
methods. They're now present.

errors: only eagerly translate subdiagnostics
Subdiagnostics don't need to be lazily translated, they can always be
eagerly translated. Eager translation is slightly more complex as we need
to have a `DiagCtxt` available to perform the translation, which involves
slightly more threading of that context.

This slight increase in complexity should enable later simplifications -
like passing `DiagCtxt` into `AddToDiagnostic` and moving Fluent messages
into the diagnostic structs rather than having them in separate files
(working on that was what led to this change).

5350edb9e8 Remove the lifetime from DiagnosticArgValue.
Because it's almost always static.

This makes `impl IntoDiagnosticArg for DiagnosticArgValue` trivial,
which is nice.

There are a few diagnostics constructed in
`compiler/rustc_mir_build/src/check_unsafety.rs` and
`compiler/rustc_mir_transform/src/errors.rs` that now need symbols
converted to `String` with `to_string` instead of `&str` with `as_str`,
but that' no big deal, and worth it for the simplifications elsewhere.

5d9dfbd08f Stop using String for error codes.
Error codes are integers, but `String` is used everywhere to represent
them. Gross!

This commit introduces `ErrCode`, an integral newtype for error codes,
replacing `String`. It also introduces a constant for every error code,
e.g. `E0123`, and removes the `error_code!` macro. The constants are
imported wherever used with `use rustc_errors::codes::*`.

With the old code, we have three different ways to specify an error code
at a use point:

struct_span_code_err!(dcx, span, E0123, "msg");  // bare ident arg to macro call

\#[diag(name, code = "E0123")]  // string
struct Diag;
```

With the new code, they all use the `E0123` constant.

```

The commit also changes the structure of the error code definitions:
- `rustc_error_codes` now just defines a higher-order macro listing the
  used error codes and nothing else.
- Because that's now the only thing in the `rustc_error_codes` crate, I
  moved it into the `lib.rs` file and removed the `error_codes.rs` file.
- `rustc_errors` uses that macro to define everything, e.g. the error
  code constants and the `DIAGNOSTIC_TABLES`. This is in its new
  `codes.rs` file.

d71f535a6f Rework how diagnostic lints are stored.
`Diagnostic::code` has the type `DiagnosticId`, which has `Error` and
`Lint` variants. Plus `Diagnostic::is_lint` is a bool, which should be
redundant w.r.t. `Diagnostic::code`.

Seems simple. Except it's possible for a lint to have an error code, in
which case its `code` field is recorded as `Error`, and `is_lint` is
required to indicate that it's a lint. This is what happens with
`derive(LintDiagnostic)` lints. Which means those lints don't have a
lint name or a `has_future_breakage` field because those are stored in
the `DiagnosticId::Lint`.

It's all a bit messy and confused and seems unintentional.

This commit:
- removes `DiagnosticId`;
- changes `Diagnostic::code` to `Option<String>`, which means both
  errors and lints can straightforwardly have an error code;
- changes `Diagnostic::is_lint` to `Option<IsLint>`, where `IsLint` is a
  new type containing a lint name and a `has_future_breakage` bool, so
  all lints can have those, error code or not.

2d91c6d1bf Remove DiagnosticBuilderState.
Currently it's used for two dynamic checks:
- When a diagnostic is emitted, has it been emitted before?
- When a diagnostic is dropped, has it been emitted/cancelled?

The first check is no longer need, because `emit` is consuming, so it's
impossible to emit a `DiagnosticBuilder` twice. The second check is
still needed.

This commit replaces `DiagnosticBuilderState` with a simpler
`Option<Box<Diagnostic>>`, which is enough for the second check:
functions like `emit` and `cancel` can take the `Diagnostic` and then
`drop` can check that the `Diagnostic` was taken.

The `DiagCtxt` reference from `DiagnosticBuilderState` is now stored as
its own field, removing the need for the `dcx` method.

As well as making the code shorter and simpler, the commit removes:
- One (deprecated) `ErrorGuaranteed::unchecked_claim_error_was_emitted`
  call.
- Two `FIXME(eddyb)` comments that are no longer relevant.
- The use of a dummy `Diagnostic` in `into_diagnostic`.

505c1371d0 Rename some Diagnostic setters.
`Diagnostic` has 40 methods that return `&mut Self` and could be
considered setters. Four of them have a `set_` prefix. This doesn't seem
necessary for a type that implements the builder pattern. This commit
removes the `set_` prefixes on those four methods.

e7724a2e31 Add level arg to into_diagnostic.
And make all hand-written `IntoDiagnostic` impls generic, by using
`DiagnosticBuilder::new(dcx, level, ...)` instead of e.g.
`dcx.struct_err(...)`.

This means the `create_*` functions are the source of the error level.
This change will let us remove `struct_diagnostic`.

Note: `#[rustc_lint_diagnostics]` is added to `DiagnosticBuilder::new`,
it's necessary to pass diagnostics tests now that it's used in
`into_diagnostic` functions.

7bdb227567 Avoid struct_diagnostic where possible.
It's necessary for `derive(Diagnostic)`, but is best avoided elsewhere
because there are clearer alternatives.

This required adding `Handler::struct_almost_fatal`.

b7e18cabd2 De-genericize some IntoDiagnostic impls.
These impls are all needed for just a single `IntoDiagnostic` type, not
a family of them.

Note that `ErrorGuaranteed` is the default type parameter for
`IntoDiagnostic`.
