In order to facilitate review and modification, split the checking code and
removing redundant imports code into two PR.
We currently provide only a `help` message, this PR introduces the last
two structured suggestions instead:

Fix#98982.
- Either explicitly annotate `let x: () = expr;` where `x` has unit
type, or remove the unit binding to leave only `expr;` instead.
- Fix disjoint-capture-in-same-closure test
