Auto merge of #98084 - nnethercote:rm-thread-local-IGNORED_ATTRIBUTES, r=michaelwoerister

Remove thread-local `IGNORED_ATTRIBUTES`.

It's just a copy of the read-only global `ich::IGNORED_ATTRIBUTES`, and
can be removed without any effect.
