Rollup merge of #131344 - nnethercote:ref-Lrc, r=compiler-errors
Avoid `&Lrc<T>` in various places Seeing `&Lrc<T>` is a bit suspicious, and `&T` or `Lrc<T>` is often better. r? `@oli-obk`
