Rollup merge of #130254 - GrigorenkoPV:QuotaExceeded, r=dtolnay
Stabilize `std::io::ErrorKind::QuotaExceeded` Also drop "Filesystem" from its name. See #130190 for more info. FCP in #130190 cc #86442 r? `@dtolnay`
