Auto merge of #47300 - remexre:duration-constructors-as-const-fns, r=alexcrichton

Makes the constructors of Duration const fns.

This affects `Duration::new`, `Duration::from_secs`, `Duration::from_millis`, `Duration::from_micros`, and `Duration::from_nanos`.
