Auto merge of #82704 - RalfJung:miri-atomic-minmax, r=oli-obk

enable atomic_min/max tests in Miri

Thanks to `@henryboisdequin` and `@GregBowyer,` Miri now supports these intrinsics. :)
Also includes the necessary Miri update.
