Rollup merge of #97079 - SparrowLii:successors, r=lcnr

Change `Successors` to `impl Iterator<Item = BasicBlock>`

This PR fixes the FIXME in `compiler\rustc_middle\src\mir\mod.rs`.
This can omit several `&`, `*` or `cloned` operations on Successros' generated elements
