Move post-elaboration const-checking earlier in the pipeline

Instead we run `RemoveFalseEdges` and `RemoveUninitDrops` at the
appropriate time. The extra `SimplifyCfg` avoids visiting unreachable
blocks during `RemoveUninitDrops`.
