Migrate `rustc_lint` errors to `SessionDiagnostic`

Draft PR for migrating `rustc_lint` to `SessionDiagnostic`, as part of the [recent blog post](https://blog.rust-lang.org/inside-rust/2022/08/16/diagnostic-effort.html)
