Remove `NormalizationError::ConstantKind`

No longer in use by `TryNormalizeAfterErasingRegionsFolder` (as of #102355 / e8150fa60c it seems). It's making `LayoutError`, etc. kinda large -- that was noticed by `@zoxc.`
