sternenseemann b126d5436a docker: move makeWrapper to nativeBuildInputs
This fixes evaluation of docker when cross compiling. Reproducer:

nix-repl> (import ./. { crossOverlays = [ (_: _: {}) ]; }).docker
```

Fails on master, resolved with this PR.
