John Ericson 6e4a1b18d9 meta.pkgConfigModules: Init convention
See docs.

Follow-up work:

- Existing packages should be converted

- `defaultPkgConfigPackages` should assert on `meta.pkgConfigModules`
  and let `tests.pkg-config` alone test the build results.
