Sergei Trofimovich 6f86eabf6d eli: add -fcommon workaround
Workaround build failure on -fno-common toolchains like upstream
gcc-10. Otherwise build fails as:

    ld: cexp.o:(.bss+0x40): multiple definition of `obstck'; cccp.o:(.bss+0x0): first defined here
