This hack was added so that X11 autolaunch support could be enabled
even when building without X11. At the time, it was possible to have
the autolaunch support without X11 support. But later, this stopped
being possible, and so the derivation was changed to only apply the
hack when X11 support was enabled. But in that case, the same flag
would be added by the build system.
So in summary, this hack is only enabled in the case where it's a
no-op. Therefore, it can be safely removed.
We previously weren't able to build systemd for Musl, but now we
can! (But not statically.) So there's no longer any reason to have
systemd support in D-Bus disabled by default for pkgsMusl.
(It was requested by them.)
I left one case due to fetching from their personal repo:

pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.
python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.
With this parameter, generating docs from the same sources will produce the
same 'bit-by-bit' result each time.
This is particularly important since dbus is part of the 'minimal' testset at
https://r13y.com/

First of all, these "documents" are not really documentation, so it
really doesn't make much sense to put it into $doc.
The main point however is that the installer tests are failing since
this was introduced in ac0cdc1952.
One way to circumvent this is putting dbus.doc into
system.extraDependencies of the installer tests, but given the first
point this sounds a bit odd to me.
So I went for the second way of putting it into $out, because it's now
basically necessary to build a NixOS system.
With this the NixOS installer tests should now work again, although I
have only tested this with the installer.simple test.

The following changes are included:
1) install user unit files from upstream dbus
2) use absolute paths to config for --system and --session instances
3) make socket activation of user units configurable
There has been a number of PRs to address this, so this one does the
bare minimum, which is to make the functionality available and
configurable but defaults to off.

The D-Bus update breaks logind and polkit.

Hydra had rebuilt this on staging, fixing many test problems.
There were also phonon changes in these rebuilds, but the amount of
binaries affected by them is relatively low and I'm not yet fully
convinced of their stability.
