After final improvements to the official formatter implementation,
this commit now performs the first treewide reformat of Nix files using it.
This is part of the implementation of RFC 166.
Only "inactive" files are reformatted, meaning only files that
aren't being touched by any PR with activity in the past 2 months.
This is to avoid conflicts for PRs that might soon be merged.
Later we can do a full treewide reformat to get the rest,
which should not cause as many conflicts.
A CI check has already been running for some time to ensure that new and
already-formatted files are formatted, so the files being reformatted here
should also stay formatted.

- change tmpfiles rule user/group to default daemon user/group set by
gitDaemon module - git:git
- add chown of created repo to user/group of daemon after local subtest
on server (that run from root user) pass. Without it next subtest doing
clone from remote fails with "detected dubious ownership in repository"
on server side.
git-daemon won't start up if its project directory (here /git) doesn't
exist. If we try to create it using the test harness, then we're racing
whether we manage to connect to the backdoor vs. the startup speed of
git-daemon.
Instead, use systemd-tmpfiles, which is guaranteed(?) to run before
network.target and thus before git-daemon.service starts.
This test is sometimes flaky on hydra as at the time of the `git clone`
the network isn't really configured yet[1]. That problem doesn't seem to
occur locally but if you run it on a machine with high enough load (such
as hydra build machines). Hopefully this will make the test not flaky
anymore.
