Changes to only include X11 related packages on Linux and fix some
outdated headers to work on new MacOS versions. I have also looked
at support Allegro 4 but it seems that any MacOS version after 10.0x
are not supported.

pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.
python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.
mesa 18.2.5, introduced in 6b490ee296
changed some private headers, that allegro is relying on. This fix backports
the relevant commit from allegro upstream
